Description
NAICS Code: 541690 The U. S. Environmental Protection Agency intends to negotiate a sole source purchase order with Dr. Peters at the University of Iowa for professional services for passive sampling assessment of spatial variability of PM10-2.5 for the Cleveland Multiple Air PollutantStudy (CMAPS). Dr. Thomas Peters (Principal Investigator) and his research group at the University of Iowa, including Dr. Naresh Kumar, were instrumental in the design and execution of the passive sampling effort in Cleveland (Cleveland Scoping Study, summer of 2008) which serves as the basis for the proposed passive sampling effort in the CMAPS. In the Cleveland Scoping Study, Dr. Peters and his research group generated a preliminary estimate of PM10-2.5 variability within the Cleveland urban area using Dr. Kumar's unique spatial model based on the aerosol optical depth (AOD) from historic satellite data. The same approach will be used for this requirement to provide a comparison between PM10-2.5 concentration surfaces determined by passive samplers versus the University of Iowa spatial model. Dr. Peters' research group designed the passive sampler rain shelter which is being deployed in CMAPS and has pioneered methods for using passive samplers in the field and for the analysis of passive samples by optical microscopy. The summer 2009 passive sampling effort for CMAPS will consist of 5 week-long sampling periods at approximately 25 sites. The University of Iowa, Thomas Peters, Principal Investigator, shall assist the EPA in selecting sampling sites; prepare optical passive samplers for the 5-week study; assist in field deployment of first set of samplers; analyze optical passive samplers to determine PM10-2.5 concentrations; compare passive PM10-2.5 concentrations with co-located active PM10-2.5 data; compare passive PM10-2.5 concentrations with Kumar's spatial model predictions; compare Kumar's spatial modeling approach to land-use-regression approach employed by EPA for the Cleveland study; analyze spatial variability in PM10-2.5 chemical composition using computer-controlled SEM (CCSEM) data provided by the Project Officer (PO). Period of performance for this order will be 12 months from date of award. The circumstance permitting soliciting from a single source is FAR 13.106-1, "...contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available..." Interested persons seeking to challenge the sole source justification must present, in writing, clear and convincing evidence of their capability to provide the requirements within 15 days after the date of publication of this notice. Any response failing to provide the aforementioned data but instead choosing to merely submit a routine letter requesting a copy of an RFQ will be ignored. No RFP/RFQ will be made available. A determination by the Government not to compete this proposed purchase order based on this notice is solely within the discretion of the Government. The intent of this synopsis is to determine if a comparable source is available and more advantageous to the Government. Submit responses to the U. S.
