- Small Business Sources Sought. This is a sources sought announcement only seeking small business responses in order to determine small business participation in this acquisition. The Mission and Installation Contracting Command Center-Fort Eustis (MICCC-E) is seeking information on Small Business sources that can provide expertise and services to support the US Army Maneuver Center of Excellence (MCOE) and its subordinate elements, the United States Army Armor Center (USAARMC), currently at Ft Knox KY, but moving to Ft Benning, GA, under the Base Realignment and Closure (BRAC) legislation, and the United States Army Infantry Center at Ft Benning. This requirement is for an Indefinite Delivery/Indefinite Quantity (IDIQ) multi-award (Number of awards TBD) contract to acquire mission support services. The MCOE mission to: (1) provide the nation with the worlds best trained Infantry, Armor, and Cavalry and maintenance support soldiers and adaptive leaders imbued with the Warrior Ethos. (2) provide a Power Projection Platform capable of deploying and redeploying Soldiers, civilians, and units anywhere in the world on short notice. (3) define required capabilities for Infantry, Armor, and Cavalry to meet the needs of the Future Force - the MCOE also provides support for proponent units worldwide. Implied in this is the responsibility to provide the Training and Doctrine Command (TRADOC) with a full spectrum of support in doctrine, training, capability development, and training support products for maneuver force. The MCOEs function in these areas is to serve as the user representative in the development of training methodologies and products, concepts, doctrine, organizational requirements and materiel capability requirements for each functional area, as well as provide instructors to teach classes across the MCOE. The MCOE has the responsibility to develop training strategies, concepts and products for the current and future forces, including the Heavy Brigade Combat Team, Stryker Brigade Combat Team, and Infantry Brigade Combat Team (HBCT/SBCT/IBCT) Airborne, Ranger and Special Forces as well as other proponent organizations such as the Battlefield Surveillance Brigade, (BFSB) and Cavalry organizations. The MCOE accomplishes this mission by the integration of virtual, constructive and live training, exploitation of existing and emerging technologies; and training, doctrine and capability development. The MCOE requires contractor knowledge, expertise and services to support Department of the Army (DA) and Department of Defense (DOD) Agency initiatives for the Maneuver Force in the following. 1. General Technical and Analytical Support: This effort may originate with any MCOE subordinate organization, Department of Defense (DOD) or Department of the Army (DA) Agencies working initiatives in support of the Maneuver Force. Technical and Analytical Support work generally consist of an issue for resolution, a briefing on field (doctrinal) manual review and recommendation for changes to be developed, capability documents review and recommended changes, and an update of doctrine and training materials as well as support in the conduct of instruction at the MCOE and support of training and exercises by proponent units in the Active and Reserve Components. Attendance at meetings, briefings and conferences both locally and at remote locations, including possibly OCONUS, shall be required. Individual Task Orders shall specify specific requirements in detail, along with milestones, deliverables, and other pertinent information relative to the task(s). 2. Training Development Support: This effort may originate with any MCOE subordinate organization, DOD or DA Agency working initiatives in support of the Maneuver Force. Training development tasks generally require the conduct of research and writing resulting in revisions to existing Maneuver Force, DOD or DA training documents and materials. In some cases, the directed research shall result in new materials, institutional or unit training support packages, or programs of instruction developed or revised in accordance with TRADOC Reg 350-70, Army Training and Education Development; Management, Processes, and Products (currently pending publication) or the successor regulation. In some cases, the directed research shall result in new Combined Arms Training Strategy (CATS) or related publications. Individual Task Orders shall specify specific requirements in detail, along with milestones, deliverables, and other pertinent information relative to the task(s). This can be for current or emerging organizations. 3. Doctrine Development Support: This effort may originate with any MCOE subordinate organization, DOD or DA Agency working initiatives in support of the Maneuver Force. Doctrine development tasks require the conduct of research and writing revisions to existing MCOE, DOD or DA doctrine as well as other documents and manuals. Individual Task Orders shall specify specific requirements in detail, along with milestones, deliverables, and other pertinent information relative to the task(s). This can be for current or emerging organizations. 4 Capability Development Support: This effort may originate with any MCOE subordinate organization, the Capabilities Development and Integration Directorate (CDID), DOD or DA Agency working initiatives in support of the Maneuver Force. Capability Development tasks shall require contractor subject matter expertise in the development of Tactical Ground Maneuver concepts; conduct of research, design, development, review and revision of organizational design/structures, including personnel and major equipment item requirements for MCOE proponent units at the Unit Reference Sheet (URS) level of detail; development of future operational capabilities and requirements in accordance with the Joint Capabilities Integration and Development System (JCIDS) (CJCSI 3170.01F dated 1 May 07) with updates; equipment acquisition support for developmental and non-developmental items; identification of materiel requirements and completion of acquisition, technical, and logistical requirements, as well as engineering, Manpower Integration and system safety issues; the support for program management functions for some programs managed by the MCOE, as well as administrative and other non-personal services tasks required in support of the capability development process. Individual Task Orders shall specify specific requirements in detail, along with milestones, deliverables, and other pertinent information relative to the task(s). This can be for current or emerging organizations and technologies. 5. Training Instruction Support: This effort may originate with any MCOE subordinate organization, DOD or DA Agency working initiatives in support of the Maneuver Force. It is expected that the MCOE Schools shall require contractor subject matter experts in the development and presentation of instruction for selected resident courses and Mobile Training Teams (MTT) inside or outside the Continental United States (CONUS/OCONUC). Conduct of instruction shall generally be in support of the Officer Education System (OES), the Non-Commissioned Officer Education System (NCOES), Initial Entry Training (IET), and specialized training requirements or to assist in the training of new systems. Work shall be accomplished to standards/IAW TRADOC Reg 350-70, Army Training and Education Development; Management, Processes, and Products (currently pending publication) or the successor regulation. Individual Task Orders shall specify specific requirements in detail, along with milestones, deliverables, and other pertinent information relative to the task(s). This can be for current or emerging organizations 6. Simulations and Analysis Support: This support may originate with any MCOE subordinate organization, DOD or DA Agency working initiatives in support of the Maneuver Force. Simulation and analysis tasks generally require contractor subject matter expertise for the MCOE, and Proponent Schools in the set up, conduct, execution and documentation of simulation exercises and analytical studies. Individual Task Orders shall specify specific requirements in detail, along with milestones, deliverables, and other pertinent information relative to the task(s). This can be for current or emerging organizations 7. Support Services: This support may originate with any MCOE subordinate organization, DOD or DA Agency working initiatives in support of the Maneuver Force. Support Services tasks generally require contractor subject matter expertise for the MCOE, and Proponent Schools in the performance of non-personal services administrative and clerical tasks associated with in/out-processing, student recordkeeping, file maintenance (either in hard copy or digital, and similar activities. Also included in this category would be technical and graphics editors to review publications and other technical documents developed in support of the overall IDIQ products. Individual Task Orders shall specify specific requirements in detail, along with milestones, deliverables, and other pertinent information relative to the task(s). This contract may also include support to TRADOC Capability Managers (TCMs) at the MCOE across the full range of the TCMs responsibilities. This contract vehicle may also be used by other TRADOC and FORSCOM institutions for developing related training, doctrine, or capability development products. This is a recompete of an existing IDIQ supporting the Armor Center, with scope expanded to support the MCOE, with additional possible use by TRADOC/FORSCOM organizations. The current IDIQ expires in Aug 2010. The new IDIQ will begin no later than Aug 2010, but preferably o/a March 2010, and will be for a base year and four (4) single-year option periods. Incumbents include CACI Premier Technologies, Camber Corporation, Dynamics Research Corporation, Northrop Grumman, and Research Triangle Institute. The support of the current IDIQ has grown since award, due primarily to the need to have contractors replace Soldiers assigned to higher priority tasks in support of the Global War on Terrorism (GWOT). In the base year of the IDIQ, the requirement was for approximately 75 instructors and 40 training/doctrine/combat capability developers. It has fluctuated up and down since then. Currently, USAARMC has approximately 215 contract instructors and about 40 training/doctrine/combat capability developers. The Infantry Center can be assumed to have a similar requirement for contractor mission support, some of which is currently being fulfilled on the OPTARS contract. Additionally, other TRADOC/Army organizations doing related work in support of the maneuver force currently have about 60 man years of contract support annually. The designated NAICS Code is 541990, All Other Professional, Scientific, and Technical Services, size standard is $7.0M. Your response shall include the following information: size of company (i.e., 8(a), Hubzone, WOSB, SB, Veteran, all others), number of employees, revenue for the last three years, relevant past performance on same/similar work dating back three years, and your companys capability to do this type of work. Documentation of technical expertise and capability must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition (No more than 10 pages).
