Project Description The scope of work consists of the design and construction of a standard-design, two company, satellite fire station (12,982SF) with drive through structural apparatus bays, watch/alarm, emergency medical services/decontamination, fire inspectors, and shift leader offices, kitchen, dining/dayroom, dormitory, mens and womens toilets and showers, training and physical training rooms, laundry, storage, wet and dry chemical extinguisher rooms, mechanical and electrical/un-interruptable power supply (UPS) rooms, fire alarm and suppression systems, standby generator, and building information systems. Special architectural treatments to include brick facades are required for historical district compatibility. Supporting facilities include electrical service, street lightning, emergency traffic signal, water and wastewater connections, access road, paving, curbs and gutters, storm drainage, parking, site improvements, and information systems. Handicapped access will be provided in administrative areas. Heating and air conditioning (15 tons) will be provided by self-contained systems. Antiterrorism/force protection measures include annealed laminated glass in reinforced frames, reinforced exterior doors and visual screening. This project is required to eliminate life, health, safety deficiencies and to protect life and property in the training, research and development, industrial, administrative, and family housing area of Fort Belvoir by providing a fire station of adequate size and configuration to support rapid response to structural fire and medical emergencies. This project will provide adequate facilities to accommodate modern fire fighting and emergency response vehicles and support of mandatory physical and classroom training and afford adequate firefighter dormitory and shift leader and fire inspector administrative space. The project will also provide fire protection for the DeWitt Army Community Hospital and Missile Defense Agency Headquarters building. The scope of work of this project also includes the demolition of 5 buildings or a total of 44,336 Squared Foot. Small Business Requirement This is a Design-Build project, and has been set-aside for eligible participants of the Small Business Administrations 8a Program under competitive procedures. Competitive proposals (competed among 8a firms) will be evaluated based on the evaluation criteria set forth in the solicitation package. This requirement has a NAICS category of 236220 and small business standard of $33,500,000.00. Procurement Procedure The requirement is going to be procured under the Two-Phase Design-Build Selection Procedure and a Request for Proposal (RFP) will be required. This request for proposals requires separate technical and cost proposals to be evaluated based on Best Value. Phase I is the prequalification phase. It will consist solely on evaluating the qualifications of contractors. The technical approach, technical qualifications, specialized experience, capabilities and past performance will be evaluated during this phase. Phase II will require separate technical and cost proposals to be evaluated. Phase II is the submittal of the Specification Package and Associated Plans & Drawings by the offerors that were qualified under the Phase I. At the commencement of Phase II, a due date for the submittal of the technical proposals (by the qualified offerors from Phase I) will be established. At this time, the specification package and associated plans/drawings will be required from the Contractors that qualified under the Phase I. Project Statement of Magnitude Estimated cost of construction is between $1,000,000.00 and $5,000,000.00.
