Description
NAICS Code: 921190 The following questions have been received in response to this Notice of Intent: Q1) Is the government paying Arlington County a fixed amount or on a per passenger basis? A1) A fixed amount. Q2) Am I correct to assume that this is a Monday through Friday operation?A2) Correct, this is only available Monday through Friday. Q3) When is this service scheduled to start?A3) This service is for the follow-on to a current contract, the new service starts May 8, 2009. Q4) Is the schedule frequency based on bus size or departmental policy?A4) EPA's core business hours are 9AM - 3PM (meaing EPA employees have to start by 9 AM and cannot leave earlier than 3 PM), the peak hours fall in line with when most EPA employees are arriving or departing from work and therefore, when the highest volume of passengers will be. These services fall in line with the memo that President Bush signed for the Heads of Executive Departments and Agencies on September 26, 2005. In his memo, President Bush requested that Agencies review their existing operating and administrative processes and conservation programs and identify and implement ways to reduce overall fuel use. Eliminating the EPA shuttle bus route and using already available Metro bus service, clearly supports the initiative. It eliminates a duplicative EPA shuttle bus schedule, encourages the use of mass transportation by EPA employees both for commuting and for official business purposes, will result in long-term savings to the Agency for shuttle buses, fuel, maintenance, and drives, and will reduce overall fuel consumption in the DC area as well as emissions. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement which, if the closing date of this announcement, will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
