Description
NASA has a requirement for printing and mail support services to support theJohnson Space Center (JSC). NASA/JSC plans to issue a Request for Proposal (RFP) for a6-month contract extension to GeoControl Systems, Inc. on a sole source basis.Thisextension will allow for the continuation of services for NASA JSC from May 3, 2009, toNovember 2, 2009. This will result to an issuance of a task order against thisIndefinite Delivery Indefinite Quantity (IDIQ) contract.While the 6-month extension is in effect, NASA will compete this effort with award of anew contract estimated to take place on or before approximately November 3, 2009.NASA/JSC intends to purchase these services from GeoControl Systems Inc., from May 3,2009 through November 2, 2009.The authority cited permitting other than full and opencompetition is 10 U.S.C. 2304(c)(1); only one responsible source and no other supplies orservices will satisfy agency requirements. The Government does not believe thatcompeting this effort at this time is it's best interest, since the period of performancefor this extension is only 6 months. The phase-in costs and time involved intransitioning to a new contractor and establishing relationships with the variousaffected parties for this effort would far outweight any cost savings achieved throughcompetition.The contractor will provide products and services in two primary activities; 1)Duplication and Printing, and 2)Mail and Distribution. The contractor will operate aninstallation-based duplicating and printing program to support all JSC program, projectand institutional requirements. The contractor shall provide the JSC mail pick-up,processing, and delivery.The primary work areas for this contract extension are the Johnson Space Center, Houston,Texas, and related operations at Ellington Field (EF), Houston, Texas, and Sonny CarterTraining Facility (SCTF), Houston, Texas.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon April 28, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
