Description
44791SKM RFI Attachment 1 This notice is a Request for Information (RFI). The U.S. Customs and Border Protection (CBP) is in the process of developing a requirement for Administrative Support Services for the National Finance Center located in Indianapolis IN. The purpose of this RFI is to determine whether there is a reasonable expectation that offers will be obtained from at least two (2) responsible Small Business/Small Disadvantaged Business/Historically Underutilized Business Zone Business/Service Disabled Veteran-Owned Small Business concerns. A representative sample of work functions includes but is not limited to: Payroll: The Payroll Branch oversees the processing of employee timecards which are processed by the U.S. Department of Agriculture (USDA). The staff works closely with the CPB Human Resources staff to effect corrections related to time cards, promotions, separations, etc. They work with 2 computer systems, one at CBP and the other at USDA to perform research and determine appropriate corrective action. Financial Reports and Analysis: The Financial and Analysis Branch prepares periodic regulatory reports and the annual CBP financial statements, monitors CBP accounting data, and provides accounting services to other Federal Government entities. Travel: The Travel Section processes manual and automated temporary duty travel and relocation reimbursements, manages the CBP Government Travel Charge Card Program, maintains the CBP Automated Travel System (CATS), managing the administrative debt associated with travel activity, manages the relocation services contract, creating and issuing W-2s for Permanent Change of Station (PCS) activity, and provides technical guidance to field offices on Federal Travel Regulations. Commercial Accounts: The Commercial Accounts Section is an accounts payable function with a primary responsibility for processing commercial vendor and government trading partner payments. There are numerous audits and reviews each year to determine that invoices are processed timely accurately and to the proper payee. Other responsibilities include tracking and monitoring Prompt Payment Interest, maintaining Purchase Card (credit cards used for small purchases where a formal contract is not required) System Interface, and working with Procurement to identify activity that can be transferred to purchase cards. A large portion of this activity is research and verification of responsible receiving and funding CBP offices, invoice payments and other help desk issues. Offerors will be responsible for providing qualified personnel for designated functional areas within 2 weeks of the request date received from the Contracting Officer’s Technical Representative. Offerers are required to provide qualified staff for the designated functional areas for approximately 1,927 annual hours. Offerors shall provide staff Monday through Friday between 6 am to 5 pm with specific work hours determined by the COTR in accordance with building security requirements and the project workload. Offerors must demonstrate how they will maintain a per annum retention rate of no less than 85%. Work will be performed in accordance with established government/agency laws, regulations, directives, policies and procedures. Background Investigations – Offerors must be capable of providing only personnel that have completed a preliminary background investigation which includes a criminal history check and credit check and indicates the capability of favorably passing a comprehensive federal government background investigation. Note: RFI responses will NOT be shared with other industry suppliers and will solely be used as part of the contract planning process.
