Description
THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER GSA MOBIS SCHEDULE 874 1, MOBIS CONSULTING SERVICES Rural Development (RD) is issuing a competitive RFQ to solicit GSA MOBIS Schedule 874 1 contract holders for the purpose of entering into a Task Order under the successful firm’s Schedule contract. The purpose of this procurement is to obtain the services of a broadband industry consultant to implement the statutory requirements of the American Recovery Act and Reinvestment Act of 2009 (the Recovery Act) § 6001, Pub. L. No. 111-5). Division A, Title I of the Recovery Act 2009 authorizes the U.S. Department of Agriculture, Rural Utilities Service (RUS), to expand on its existing authority for RUS to make grants and loans for the deployment and construction of broadband systems (the RUS Broadband Program). The new authority granted by the Recovery Act will enable consumers and businesses in unserved and underserved areas of the United States to access broadband services. The new RUS Broadband Program under this authority is a competitive loan and grant program. The objective of the Recovery Act is to stimulate demand and facilitate greater use of broadband services while contributing to economic growth and job creation. The objective of this contract effort is to develop and administer application processing procedures, including scoring and reviewing applications, making recommendations for awards, and post-award monitoring and reporting requirements, in compliance with guidance issued by the Office of Management and Budget. This procurement supports and sets forth the requirements for the implementation and execution of the new RUS Broadband Program, including support for the following program areas: (1) Application Processing Development; (2) Administration and Post-Award; (3) Reporting Tools; (4) Communications and Outreach; (5) Technical Assistance; and (6) Management and Administration.
