Description
Justification to Procure Using Other Than Full and Open CompetitionThe USFWS requires an Endangered Species Act expert to help develop a cooperativeBiological Assessment (BA) for the Hells Canyon Hydroelectric Project. This is anextremely important project for the U.S. Fish and Wildlife Service. The award will be made to Mr.Moroz, 2090 Thompson Road, Nezperce, Idaho 83543, 208-937-0108 for the completion of this product. This product will be used to inform FWS and ultimately aid in the developmentof the Service's Biological Opinion for the project. The technical aspect of this project requiresspecific scientific knowledge. Mr. Moroz is uniquely qualified to complete this work because of hisextensive experience writing BAs and his prior Federal experience specifically workingwith Idaho Power Company to complete projects related to this relicensing effort Mr. Morozwas previously employed by the Service and the U.S. Forest Service. A major source ofhis work was writing biological opinions for various Federal and private entities. Mr. Moroz successfully completed work on a very long, all encompassing BA for the IdahoRoadless Rule. Because of the urgency and uniqueness of this assignment, Mr Moroz is theonly choice because he requires no training or other start-up time to become familiar withthe project and his experience qualifies him to complete this important assignment.Work need to begin May 2009 and be completed by December 2009 because of the ongoing relicenseprocess which is expected to be completed this year. A delay in award of the purchase orderwould result in the Fish and Wildlife Service not meeting its legal requirement. This is acooperative development effort between FWS and the Idaho Power Company.
