Description
Sources Sought Synopsis to Conduct Market Research GSA Public Buildings Service New England Region ** This is a second, revised, sources sought synopsis incorporating a revised NAICS code. This sources sought notice replaces the original posted on July 16, 2008, Solicitation # 2008NARA. The new NAICS code is 238220 as Janitorial has been removed from this procurement. Please respond per the new contract information provided. If your firm had responded to the original notice and is still capable of performance under this revised notice and scope of work; Please resubmit. ** The General Services Administration, Public Buildings Service, Boston Service Center requires operations and maintenance within the property line of the F. C. Murphy Federal Records Center (FRC) building, located in Waltham, MA. The services required include: 1. Start up, Phase In period, 2. Maintain electrical systems and equipment; 3. Maintain Mechanical, Plumbing, and Heating, Ventilation, and Air Conditioning (HVAC) systems and equipment; Note: The Module C (Archives) shall be kept at 65 degrees, with a humidity of 40% at all times 4. Maintain Fire Protection systems equipment; 5. Maintain All Control Systems that are within the scope of this contract; 6. Maintain Architectural and Structural systems, fixtures, and equipment within the site (to the property line); 7. Operate Service call desk operations, to include record keeping using a Computerized Maintenance Management System (CMMS) as well as other administrative functions; 8. Maintenance of Landscape Irrigation Systems 9. Maintenance of Mechanical equipment for window washing (wall glider, tracks, and associated equipment); 10. Maintain Locks, keycard systems, static and dynamic bollard systems. 11. Perform minor alterations and renovations. 12. Landscaping of 212,366 square feet. 13. Snow removal of 65,016 of paved parking areas in addition to walkways. The F.C. Murphy Federal Records Center is located in Waltham, MA is a one story building with 142,335 gross square foot of space. THIS IS NOT A SOLICITATION FOR PROPOSAL AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. This is only a request for responsible, technically qualified sources in order to determine the appropriate method of procurement. Interested technically qualified firms shall submit detailed Statements of Capability. The Statements of Capability shall include detailed reference information and fully address and respond to the following questions. 1. Provide evidence of successful operations and maintenance services in an office building of similar size, age and complexity. 2. Demonstrate successful maintenance of HVAC systems and equipment for a building of similar size, age and complexity, 3. Demonstrate successful maintenance of Electrical Systems, Emergency Generation Systems for a building of similar size age and complexity 4. Demonstrate successful maintenance of Fire protection systems of similar complexity, Fire pumping systems and Fire Alarm Systems of similar complexity, 5. Demonstrate successful maintenance and operation of Plumbing systems, supply sanitary and stormwater waste systems 6. Demonstrate capability for providing all of the above mentioned services in the Boston area. 7. Provide management plan for operations and maintenance of similar size and complex building 8. Demonstrate capability to provide successful maintenance plan for all equipment as listed above 9. Will your firm submit a detailed proposal at a fair and reasonable price for this requirement when it is issued? 10. If your firm intends to submit a proposal are your Key Personnel and all other staff cleared through the Department of Homeland Security HSPD12 security process? 11. Does your firm provide similar services to the private sector on a firm fixed price basis? 12. Would your firm be able to contract for a 1 year base, with five one year option periods, at a fair and reasonable price? 13. Provide references including contact information to support all of the responses included. 14. Indicate whether your firm is small business, small disadvantaged business, service disabled veteran owned, Hubzone, Woman Owned, 8(a) or Large Business. The NAICS code for this contract is 238220 and the small business size standard is $ 14 million. Statements of Capability must be in writing and are due on May 1, 2009 at 2 p.m. Responses are limited to 20 pages. No verbal communications will be acknowledged or accepted. THIS IS NOT A REQUEST FOR PROPOSALS. This is for planning purposes only and is a market research tool to determine availability and adequacy of potential business sources and assist the Contracting Officer to determine the procurement methodology. The government will not reimburse responders for the cost of the submittals.
