- UNITED STATES GOVERNMENT Notice of Intent to Lease space in Washington, DC Pursuant to 36 U.S.C. 300108, GSA was directed to enter into a Ground Lease with the American Red Cross, District of Columbia Chapter. The statute required (at Section 11(a)(4)) that the Ground Lease include a right of first offer to GSA for "any space not needed for the operations of such Red Cross Chapter or the American National Red Cross in any building or improvement constructed on such property...at rental rates and other related expenses that are less than fair market value and reflect the value of the property provided to such Red Cross Chapter under the provisions of this Act." Pursuant to this authority the United State Government intends to enter into a lease for office and related with the American Red Cross, at the location known as 2025 E Street, NW, Washington, DC, for the occupancy of the State Department. This lease will be for a total of 239,228.64 rentable square feet of fully serviced space for eleven (11) years firm term.
