Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Intramural Research Program (IRP) intends to solicit, negotiate and award a purchase order on a noncompetitive basis with PerkinElmer LAS, Inc., 710 Bridgeport Avenue, Shelton, CT 06484-4794. The National Institutes on Drug Abuse (NIDA), Division of Intramural Research in Baltimore, Maryland requires a LCI Volocity Basic Controller Kit, Volocity Quantitation (add’l License), Volocity Acquisition (add’l License), Upgrade Volocity Vis to Current Version (add), Volocity FRAP plugin upgrade kit, LCI XY Upgrade Kit Nikon TE2000, and Prior Piezo Z Upgrade Kit 250um + holders. Upgrades will be compatible with existing Perkin Elmer UltraVIEW Spinning Disk Confocal Microscope. Digital image analysis has become increasingly important with the use of microscopy, and the technology opens new worlds for understanding the images created under a microscope. Perkin Elmer, Inc. offers products that emphasize different microscopic applications. Volocity, created and developed by Improvision, a division of Perkin Elmer, is a set of four products designed for three- and four-dimensional image acquisition, volume visualization, object tracking, charting, image restoration, and publication. The appropriate statutory authority is 41 USC 253 (c) (1), as set forth in FAR 6.302-1(b)(1)(i). The cited authority is applicable because PerkinElmer is the only source that can fulfill the requirements of this contract. An award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
