Description
NASA's Goddard Space Flight Center (NASA/GSFC) has a requirement for "Power &Privilege: Race Workshops. NASA/GSFC intends to purchase the services from S.L. Robbinsand Associates on a sole source basis.The primary objective of the work to be performedis to examine issues of power, privilege, diversity, and inclusion and race and how theyaffect everyone, regardless of color, at Goddard. The workshop will enable participantsto be more aware of and skillful at managing discrepancies related to race, power,privilege, diversity, and inclusion as they carry out their functional supervisory andleadership duties across the Center. It will also increase their capacity to recognizeand discuss dynamics of race, power, privilege, diversity, and inclusion within theirfunctional organizations and thus create opportunities for improving understanding,problem solving, decision-making, and teamwork.S.L. Robbins & Associates has successfully developed and previously delivered a Race,Power, and Privilege workshop module for other Goddard organizations. The workshopsdesign and facilitation effectively enabled participants, regardless of race, to examineand discuss the systemic nature of racial privilege and its impact on themselves and atGoddard. Several Goddard organizations, members of the Centers Management Council andindividuals attended the previous S.L. Robbins and Associates workshop. OHCM, EEO and theDiversity Special Assistant (supported by Godard management) have determined that allsupervisors and influence leaders need to receive the same training in order for theCenter to fully accomplish the goals of its future planning initiative.The previously delivered workshop required has been modified in order to highlightGoddard specific context, but the foundations of the workshop remain in their entirety. S.L. Robbins & Associates has extensive, unique experience in working with theorganizational cultures at the GSFC. They have proven skills and expertise in creatingthe necessary transformative experience in this culture for bringing the issue of racismfrom a cognitive, conceptual and analytical level to an effective, operational andsolution-oriented level. S.L. Robbins & Associates is uniquely qualified to conduct atraining workshop similar to the one found to be so effective in the Goddard culturepreviously and to apply it to the specific needs of OHCM, EEO and the Special Assistantfor Diversity. For this workshop to enable OHCM to remain a leading voice in theCenters conversations about race, power, privilege, diversity and inclusion and tofulfill its obligations to the Centers diversity strategy, S.L. Robbins is the onlyresponsible source.No other potential source that possesses the experience, skills, and knowledge necessaryto successfully meet the Office of Human Capital Management (OHCM) requirements for thisworkshop are known to exist. The information provided in the workshop is copyrightedmaterial.The statutory authority permitting other than full and open competition is the ServicesAcquisition Reform Act of 2003 (41 U.S.C. 428a), as implemented in Federal AcquisitionRegulation (FAR) 13.501(a)(1)(ii).Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. EST time onMay 5, 2009. Such capabilities/qualifications will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis.Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.An Ombudsman has been appointed.
