- [BASIC STATEMENT OF REQUIREMENT]NASA/DFRC has a requirement for annual software update/maintenance/support renewal ofAGPS 22.00 Network Computer License and TRANAIR Network Computer License.[SPECIFICATIONS]The specifications are:(1)quantity (1) one job, STG-AGPS Network Computer License to include: a.AGPS Included Modules i.Development Environment ii.Surface Quality Package iii.Post Processing Tools iv.Panel Editor v.I/O Options vi.Tranair Business Jet Package vii.Geometry Preparation Tools viii. Automated Paneling Package (transport Aircraft) b.Pro-Engineer Import c.Pro-Engineer Export(2)quantity (1) one job, STG-TRANAIR: TRANAIR Network Computer License to include: a.Features i.Restart Capability ii.Unsymmetrical Flow iii.Many Computed Flow Properties iv.Solution Adaptation v.Design Optimization vi.Stability & Control Package vii.Flutter Calculation viii. Multi-Point Design[SOLE SOURCE EXPLANATION]NASA/DFRC intends to procure the above items from Calmar Research Corporation, who is theoriginator of the software and sole provider for the renewal. [FOLLOW-UP AND LEGAL]The Government intends to acquire a commercial item using FAR Part 12 and 13.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon May 05, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are NOT acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.Any referenced notes may be viewed at the following URLs linked below.
