- Solicitation Announcement : This modification points out that the solicitation was posted on 4/15/09 to the pre-solicitation notice (see below). Accordingly, all interested 8(a) firms may submit their poposals in accordance with the instructions and time/date stipulated in Section 'L' of the attached solicitation document. Pre-Solicitation Announcement: below is the text previously included in the mandatory pre-solicitation notice: This pre-solicitation notice is posted pursuant to FAR 5.203(a), to advise interested offerors of the Government's intent to solicit proposals from firms that are eligible to compete under the Small Busines Administration (SBA) 8(a) Program. The contracting officer has determined that adequate competition among 8(a) eligible firms exists and therefore the acquisition will be competed as an 8(a) set aside. Accordingly, the Government will receive proposals only from such 8(a) firms and will reject any proposal received from firms that are not 8(a) eligible. This acquisition strategy decision is based upon the Government's evaluation of capability statements received in response to a Sources Sought Synopsis posted to FEDBIZOPS on 1/21/2009. No response to this notice is requested nor required. This notice is not a request for proposals. The contracting officer will request proposals when the solicitation is posted to FEDBIZOPS following this 15-day mandatory, preliminary notice. The Government intends to compete an indefinite delivery / indefinite quantity (IDIQ) task order contract to procure services broadly described in the attached draft statement of work for the Basic contract. This preliminary notice also includes a draft statement of work for the first task order. These draft documents are posted so that interested, 8(a) eligible firms may preview them in advance of the solicitation release date. Task Orders may be either cost plus fixed fee (CPFF), Firm Fixed Price (FFP) or both types. The period of performance will be a one-year Base period and four, one-year Options. Total not-to-exceed ceiling price of the contract is $20 million. Any questions regarding this notice must be in writing to the contracting officer via email: ftg7@cdc.gov prior to the expiration date of this notice.
