- The John F. Kennedy Center for the Performing Arts (JFKC), Washington, DC, is seeking the services of an Architect-Engineer firm to complete a multi-phase project to evaluate, design and provide construction administration for the modernization of selected mechanical, electrical and control systems within the JFKC. The construction contract will be awarded in fiscal year 2009 or 2010. The estimated construction range is between $10-12 million. This is the complete scope of work known at this time. There will be multiple phases in this project. The firm selected for the initial phase may also be selected for subsequent phases without placement of another ad, but such selection is not guaranteed. This proposal is unrestricted; both small and large firms may submit. Firms submitting SF 330s shall provide four copies to the attention of Mary Taneyhill by 3PM on April 24,2009. The selected firm shall provide all necessary labor, material, equipment and architectural and engineering services as required to prepare complete contract drawings, specifications, technical reports, and cost estimates through construction of the project. Reviews at 25%, 75%, 99% and 100% are required. All construction documents are to be provided electronically in the current version of AutoCAD and MS Word. Faxed copies of SF 330 are not acceptable. The SF 330 form may be downloaded at www.gsa.gov/forms. Government-wide Number Note 24 is applicable. Selection Criteria are as follows in descending order of importance: (1) Firm’s Qualifications and Past Performance/Experience, (2) Project Approach, and (3) Key Personnel Qualifications. NAICS Code 541310 is applicable to this acquisition and the small business size standard is considered $4.5 million. Interested firms are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the Central Contractor Registration (CCR) database prior to award of a contract.
