Description
The Naval Surface Warfare Center, Carderock Division (NSWCCD) has a requirement for lot qualified Versalink P1000 polymer material with string resonance testing certification. The Versalink P1000 is a two part adhesive used as a standard Navy bonding agent called Versathene. The set-aside for small business concerns has been dissolved. The NAICS code is 424690. The proposed contract action is being solicited on a sole-source basis to Air Products and Chemicals, Inc. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). This action is being conducted under Simplified Acquisition Procedures in accordance with FAR Subpart 13.5 - Test Program for Certain Commercial Items. Air Products and Chemicals, Inc. is the only manufacturer of this proprietary formulated curative, and no substitutes are acceptable. Versalink P1000 must be lot qualified (i.e. pass acoustic qualification testing per NAVSEA DWG NO. 6726597 and 6726598) to be used under US Navy programs. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all responses received by 04 May 2009, at 5:00pm will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
