Description
1. Vessel(s) Required: Request a US flag / Foreign Flag self-sustaining / geared combination container / break bulk vessel for two consecutive voyages (one round trip) to lift containerized cargo, reefer containers, flatracks, break bulk, hazardous cargoes including ammunitions, and rolling stock. Vessel shall accommodate a minimum of 250 twenty- foot equivalent unit (TEU) containers. Within the specified 250 TEU capacity, vessel shall be able to accommodate various combinations of twenty-foot and forty-foot containers and 82 twenty foot containers. Vessel shall be able to accommodate all standard types of dry cargo containers, refrigerated containers, flatracks and ISO tank containers. The vessel shall be equipped with sufficient quantities of matching stacking cones, automatic twist locks (SATL/IBC), container deck sockets, “D” ring fitting for container deck sockets capable of lashing break bulk cargo, chain and binders for lashing break bulk cargo, and lashing gear for carriage and securing of all containers. Vessel shall be capable of carrying a maximum load averaging 12 long tons (26,880 pounds), trim, stability and hull stress as specified by the regulatory agency for that vessel. Refrigerated Container Outlets: Within the 250 TEU capacity specified above, vessel shall accommodate a minimum of forty-five (45) reefer containers (twenty-foot or forty-foot) with outlets, supplied from ship’s internal electrical distribution system, capable of sustaining refrigerated TEU containers operating on: 200 VAC,3 phase, 50/60 Hz 220 VAC,3 phase, 60 Hz 380-415 VAC,3 phase, 60 Hz 440 VAC,3 phase, 60 Hz Vessel shall have a minimum breakbulk cargo capacity of 115,000 cubic feet bale with a minimum 10 feet clearance. Vessel shall be capable of carrying small quantities of breakbulk ammunition with proper segregation. The Government will sheath holds as required. Vessel will be provided with sufficient tie-down points (padeyes, D-rings, etc.) to secure various types of breakbulk cargo or vehicles. Vessel must be self-sustaining for loading and discharging breakbulk, containerized and vehicle cargoes. Vessel’s gear shall consist of booms or cranes with a minimum 20 LT SWL lifting capacity at all hatches where twenty/forty foot containers are stowed. Hatches where 40 foot containers are to be stowed shall have cargo gear with a minimum 30 LT SWL lift capacity. Vessel must be equipped with 20 ft and 40 ft spreader bars. Such spreader bars shall be supplied by the vessel owner. All lashing and securing gear for containers/break bulk is to be provided by owner. Tank tops intended for stowage shall be designed to accommodate heavy vehicles, up to an including the M-1 tank with a uniformly distributed load of minimum 525 p.s.f. These decks shall also be capable of supporting lighter vehicles with small footprints (which may impose more severe local loading on specific deck structures) such as fully loaded 2.5 ton truck or forklift truck. No grating is permitted on decks intended for cargo stowage. Maximum age of 15 years for vessel through life of charter. In accordance with the Cargo Preference Act of 1904 and Section IIIA.3 of the Voluntary Intermodal Sealift Agreement (VISA) (see 69 FEDERAL REGISTER 62898, Nov 7, 2007, or most current reference), preference will be given to U.S. flag vessels and VISA participants. 2. Cargo Description: containerized cargo, reefer containers, flatracks, break bulk, hazardous cargoes including ammunitions, and rolling stock Hazardous Material: Vessel shall be capable of carrying all type of hazardous cargo with proper segregations. Vessel shall comply with IMDG/CFR49 regulations for carriage of hazardous commodities. Crew must be certified and documented for HAZMAT. 2a. Load: Free In 2b. Discharge: Free Out 3.
