- The Naval Air Warfare Center Aircraft Division, Lakehurst intends to award a Cost Plus Fixed Fee (CPFF) Blanket Ordering Agreement (BOA) Order on a sole source basis to Bell Boeing Joint Project Office (JPO), Amarillo, Texas 79120. The procurement is for the fabrication, test and delivery of various pieces of Peculiar Support Equipment (PSE), and their supportability data, for the MV/CV-22 Aircraft at the Organizational and Intermediate Level of Maintenance: SERD NUMBER / DESCRIPTION 0787 Tracker, Optical Proprotor Blade 2730 EL BRG RMVL TL 1384 Thermostatic T/S 2183 Set, Bearing Maintenance 2184 Set, Proof Load 2185 Set, Staked Bearing Maintenance 2186 Set, Bushing Maintenance 2345 Stand, Hub and Blade 2350 Portable Manlift 2359 Blade Trailer Adapter 2360 PRGB Restraint Tool 2732 GRIP RMVL TL 2519 Tool Set, Rivetless 2522 EP, Air, Heat Gun 2590 R/I Set, Blade Bolt 2771 Trailer Adapter, Conversion Actuator 2795 Engine Install/Remove Assembly These items are newly identified support equipment for which Bell-Boeing, the original equipment manufacturer, is currently developing the required technical data. Bell-Boeing is the only source possessing the requisite system knowledge, engineering expertise, aircraft integration information, and technical data needed to fabricate, test and produce the required PSE. The Government intends to procure these items under the authority of 10 U.S.C 2304(c) (1) as cited in FAR 6.302-1 “Only One Reasonable Source”, therefore, a solicitation is not available for this procurement. The PSE will be delivered to Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey 08733. A determination not to open the requirement to competition, based upon the response(s) to this notice is solely at the discretion of the Government. Numbered Note 9 applies to this procurement.
