Addendum to ECOS09 Synopsis Posted 17 Apr 09 THIS IS AN ADDENDUM TO THE ECOS09 SYNOPSIS POSTED ON 4 MARCH 2009: The Government is contemplating the use of FAR Clause 52.217-08, Option to Extend Services allowing the Government to extend the basic contract ordering period up to six (6) months, if necessary. Posted 08 Apr 2009 The answers to the Revised Draft RFP questions are posted. Posted 11 March 2009 The Contracting Officer for the ECOS09 Source Selection has changed. Anticipated release date of the final Request for Proposal will be during May, 2009. Posted 04 March 2009 THE AFCEE ECOS09 REVISED DRAFT SOLICITATION HAS BEEN POSTED. THIS ANNOUNCEMENT IS NOT A NOTICE OF SOLICITATION ISSUANCE. THIS IS A DRAFT SOLICITATION. DO NOT SUBMIT PROPOSALS. The Government will not entertain questions in regards to a company's individual technical approach to the Sample Task Order. The cut-off for questions on the Draft RFP is 3:00 pm CST on 18 Mar 2009. Posted 22 October 2008 HQ AFCEE Environmental, Construction and Operation & Services (ECOS09) Acquisition Pre-Solicitation Synopsis 22 October 2008 THIS IS THE FORMAL PRE-SOLICITATION NOTICE IN ACCORDANCE WITH FAR 5.204. The Acquisition and Contracting Division (AFCEE/AC), Brooks City-Base Texas, in support of the Air Force Center for Engineering and the Environment (AFCEE) is conducting an acquisition for the Environmental, Construction and Operations & Services 2009 (ECOS09) program. This is a source selection for environmental, construction and operations and services at sites located primarily on DoD (mostly Air Force) installations worldwide with an emphasis on CONUS, for which AFCEE customers have responsibility. ECOS09 is 100% small business set-aside. Requirements under this contract will primarily support environmental restoration/remediation and operations/services efforts; but requirements may also include traditional minor construction, demolition, and repair. Stand-alone design and conceptual work plan/implementation work plan (CWP/IWP) are NOT included in the scope of this contract. Requirements shall be carried out as specified under TOs at locations worldwide, with emphasis on the Continental United States (CONUS). This is a follow-on contract to the current ECOS contract and is critical to meet AFCEE's future mission and anticipated workload. Source selection procedures will be followed as prescribed in FAR Part 15 and FAR Supplements. The contracts are contemplated to be Indefinite Delivery/Indefinite Quantity (IDIQ) with Firm Fixed Price (FFP) and Cost Plus Fixed Fee (CPFF) pricing arrangements. This requirement is a small business set-aside consisting of approximately five (5) to eight (8) awards and will have a ceiling of $350M. The Government reserves the right to make fewer, more or no contracts based on the quality and quantity of the proposals. The North American Industry Classification System (NAICS) Code for this acquisition is 562910 (500 employees or less). This size standard applies for establishment of eligibility as a small business. Excess bonding capacity is $2.5M. Contract Fair Opportunity Selection and Ordering Procedure clauses will be used to compete task orders against the successful offerors. Terms of contract(s) include a five year ordering period plus two additional years for performance. The Government anticipates releasing the RFP on or about 14 November 2008. The Air Force Center for Engineering and the Environment (AFCEE), Brooks City-Base, TX, is planning to contract with small business firms to perform Environmental, Construction and Operations & Services 2009 (ECOS09). The ECOS09 contract will be a tool for AFCEE to provide Government customers' access to competent small business contractors to satisfy their construction and environmental operations and services needs. Work ordered under the contract will be that arising from, driven by, or in support of the worldwide AFCEE mission. In addition, this contract will provide operations and services for environmental conservation, compliance, pollution prevention and clean-up activities, and will include ordnance removal and disposal, and energy management. The ECOS09 program is the follow-on to the ECOS program. AFCEE anticipates the award of Indefinite Delivery/Indefinite Quantity (IDIQ) contracts to multiple firms using NAICS code 562910. AFCEE currently anticipates awarding approximately 5-8 contracts to small businesses. AFCEE reserves the right to adjust the total awards based on the quality and quantity of proposals received. Industry Day is for the purposes of collecting market research in support of the AFCEE ECOS09 program. Contractors must register through the ECOS09 website to attend Industry day no later than September 9, 2008 at http://www.afcee.brooks.af.mil/pkv/ecos09/industryday/.
