Description
DESCRIPTION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This solicitation is being issued as a Request for Proposal (RFP). Proposals are being requested and a written solicitation will not be issued. Provisions and clauses in effect through FAC 2005-32 are incorporated into this RFP. BACKGROUND The National Science Foundation (NSF) Division of Science Resources Statistics (SRS) prepares Science and Engineering Indicators (SEI) on behalf of the National Science Board. SEI reports high quality quantitative data bearing on the scope, quality, and vitality of the U.S. and international science and engineering enterprise. One area of importance is the U.S. position in the global marketplace for high-technology industries. SRS uses a variety of industry and macroeconomic data to show that high-technology industries are an increasing source of economic growth for the U.S. and many countries, trends in the global share of the U.S. and other economies in high-technology industries, and the globalization of these industries due to trade, investment, and development of international supply chains. To assist in preparing SEI and other special reports and analyses, SRS requires data on high technology industries, trade, and employment for the U.S. and a large number of other countries. This solicitation is for the purchase of this data for a base period of one year with four option years. This requirement contains three major required tasks which are discussed below. Task 1: Vendor shall provide NSF the following databases. Task 1a: NSF requires electronic access to databases covering the following: WORLD INDUSTRY The Vendor shall provide historical data on manufacturing and service industries at the 4-digit SIC or NAICS code level; For each industry, the Vendor shall provide two variables, gross output and value-added. For manufacturing industries, the vendor shall provide three additional variables, apparent consumption, and total exports and imports. The vendor shall provide these variables in nominal terms and adjusted for inflation in constant dollars; and, For each industry and variables, the Vendor shall provide data on a minimum of the 70 largest economies, including the United States, Western and Eastern Europe, Asia-Pacific, South America, Middle-East, and sub-Saharan Africa. EMPLOYMENT The Vendor shall provide historical employment and labor cost data by industry at the 4-digit SIC or NAICS code level to allow matching to its industry data; The Vendor shall provide employment and wage cost data of each industry for a minimum of 50 largest economies, including the United States, Western and Eastern Europe, Asia-Pacific, South America, Middle-East, and sub-Saharan Africa. BILATERAL TRADE DATA The Vendor shall provide historical trade data by commodity at the 4-digit SIC or NAICS code level; For each commodity, the Vendor shall provide two variables, export and imports, by individual country/region. The vendor shall provide these variables in nominal terms and adjusted for inflation in constant dollars; and, For each country, industry and variable, the Vendor shall provide a minimum of individual country trade data for a minimum of 50 largest economies, including the United States, Western and Eastern Europe, Asia-Pacific, South America, Middle-East, and sub-Saharan Africa. Macroeconomic data The Vendor shall provide historical macroeconomic data with the same country coverage as world industry data; and, Variables to be provided should include GDP, industrial production, household and government expenditure, employment, investment, and balance of payment data. Task 1b: The vendor shall allow NSF to electronically extract and download customized files from its databases upon award of the contract The Vendor shall provide software or a web-based browser that provides NSF continuous access to its databases throughout the duration of the contract; and, The Vendor shall provide the capability in its software for NSF to select and download data by variable, country, and time period to facilitate NSF’s research, analysis, and development of indicators. Task 2: The vendor shall provide analytical and staff support upon award of the contract Subtask 2a. Support for SEI: The Vendor shall provide electronic access of data to meet for 2012 and 2014 editions of SEI. For SEI 2010, the Vendor shall provide the NSF designated Contracting Officer Technical Representative (COTR) access to historical time-series data to 2007 or beyond by May 1, 2009; For SEI 2012, the Vendor shall provide the COTR access to historical time-series data to 2009 or beyond by Jan. 31, 2011; and, For SEI 2014, the Vendor shall provide the COTR access to historical time series data to 2011 or beyond by Jan. 31, 2013. Subtask 2b. Analytical and staff support The vendor shall provide access to its analytical reports that could help NSF in its analysis or construction of indicators pertaining to world industry, macroeconomic, or employment; and, The Vendor shall provide NSF access to its staff for a period of between 80 and 100 hours per year to help NSF in its analysis, evaluation, and construction of indicators pertaining to world industry, macroeconomic, trade or employment data. Task 3: The Vendor shall allow NSF to publicly disseminate historical industry, employment, bilateral trade, and macroeconomic data in Science and Engineering Indicators and other analytical reports. The anticipated period of performance is one year beginning May 1, 2009 and shall include 4 one year option periods.
