Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY FOR PURPOSES OF CONDUCTING MARKET RESEARCH. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The Mission and Installation Contracting Command Center -- Fort Sam Houston (formerly ACA Southern Region Contracting Center-West) is conducting market research to determine the extent of small business sources capable of performing as prime contractors for the Continental US Support Base Services (CSBS) II Multiple Award Indefinite Delivery, Indefinite Quantity (ID/IQ) contracts. These contracts will provide the Installation Management Command (IMCOM) garrisons with quality labor for non-government in nature tasks in 12 different functional task areas: Task 1 - Plans; Task 2 - Training; Task 3 - Mobilization; Task 4 - Security; Task 5 - Human Resources; Task 6 - Finance; Task 7 - Material Management and Supply; Task 8 - Services; Task 9 - Movements; Task 10 - Equipment Readiness and Maintenance; Task 11 - Billeting and Facilities; and Task 12 - Information Management. Services shall be performed at 14 various Force Generation Platforms across the country. See draft PWS (Attachment 2) for specific information on task areas and locations. The anticipated North American Industrial Classification System (NACIS) code for this acquisition is 561210, Facilities Support Services; small business size standard is $35.5 Million. The magnitude of the total requirement is currently ESTIMATED at $800M+. Additionally, historical data indicates that task orders were issued in amounts ranging from $170K to $146M (including options). In order for the MICC Center-FSH to properly gauge the capability of the small business community, interested concerns must provide: (1) a capability statement (limited to 10 pages in length, singled-spaced, 12 point font minimum) demonstrating the ability to perform: 1) Contract/Task Order Management (as defined in PWS para C.5.4); AND 2) two or more of the 12 task areas in more than one location. This statement should specifically describe your firms ability to provide adequate staffing to perform multiple task orders simultaneously, at different locations; (2) Relevant Experience (limited to 5 pages)--preferably exceeding $2M, but not less than $1M--within the last three years, including contract number, indication of whether a prime or subcontractor, contract value, Government/Agency point of contact and current telephone number, and a brief description of how the contract referenced is relevant to the scope of work described in the PWS; and (3) fully respond to all of the questions in the Attachment 1. Additionally, a draft Performance Work Statement (Attachment 2) is attached for informational purposes only. Interested concerns are also encouraged to submit under separate cover any comments/questions regarding the draft PWS.
