- NASA/NSSC has a requirement for a course entitled APEX (The Ames ProjectExcellence) Foundation Pilot Development Program. The objective of the pilot is toprovide the highly specialized and unique products and services required to design,develop and implement the APEX Foundations Pilot Development Program at Ames ResearchCenter. The course shall cover 3 specific work areas: Design and Development Phaseleading to a one-year APEX Foundation Pilot Program, one full year (12 months) APEXFoundations Pilot Program, Support and Enhance the APEX Development Program and provide36 hours of expert technical mentoring. The vendor shall possess and demonstrate anadvanced, significant and expert knowledge and insight of NASA and NASA Ames mission,strategic priorities, culture, diverse programs and projects, project management andsystem engineering requirements, procedures, policies and practices. The vendor shouldpossess and demonstrate significant leadership and technical expertise in workforceplanning and development activity including A) Assessing and improving projectperformance at NASA Ames, B) Assessing and identifying mission-critical and specializedcompetencies and capabilities required to successfully execute NASA Ames programs andprojects, and C) Identifying and prioritizing Ames capability gaps and providing expertlevel insight into the critical development needs of NASA Ames technical workforce. Thevendor shall be responsible for providing all training materials prior to the training. The vendor shall conduct 6 months of development working closely with NASA Ames personneland a 12 month pilot training course to cover all of the agreed upon topics set forthduring the development stage. Training shall be held at NASAs Ames Research Center andthe period of performance (18 months) to begin the day of award.NASA/NSSC intends to purchase the training course from Nancy Bingham Consulting, 15701 OnOrbit Dr, Saratoga, CA 95070-6349. Pursuant to FAR 13.106, the acquisition of theseservices has been determined to be reasonably available from only one source. The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon May 1, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.Capabilities and qualifications should be submitted to Megan Willis atMegan.M.Willis@nasa.gov.
