Description
NASA/GSFC has a requirement for One(1) each NCG-2 Non Contact Thickness MeasurementSystem for the purpose of accurately measuring the thickness of Thermal Infrared Sensorsfor the LandSat Data Continuity Mission during the final lapping and polishing process.This measurement tool must not touch the top surface of the device during measurement. The tool must operate by riding on a cushion of air above the sample and must be highlyaccurate, within 1 micrometer measurement tolerance. The tool must be capable ofmeasuring without being subject to the inaccuracies that may result by the operation ofthe tool by different users; ie. must not be dependent upon the visual acuity of theoperator as in microscope measurement.Also the measurement system must not be opticalin nature, due to the inaccuracies inherent in microscope measurement and due to thenon-reflective surface of the devices during the lapping and polishing process. Themeasurement tool must also take into account the extremely fragile nature of the devicesbeing measured.NASA/GSFC intends to purchase the items from Logitech LTD. only. This measuring tool mustnot touch the top surface of the device during measurement. The tool must operate byriding on a cushion of air above the sample and must be highly accurate, within 1micrometer tolerance. Extensive market research was done and only the tool by LogitechLTD was found suitable for the application.Authority is 10 U.S.C. 2304(c)(1) Only one responsible source.This procurement will be processed using FAR Part 13 Simplified Acquisition Procedures.This synopsis shall not be construed as a commitment by the Government, nor will theGovernment pay for the information solicited.The Government intends to acquire a commercial item using FAR Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon May 1, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
