- The Air Force Research Laboratory (AFRL) Rome Research Site (RRS) requires a contractor to furnish all labor, equipment, devices, and materials, and perform all work to provide fixed fire protection systems for two (2) existing anechoic chambers. The principal features of the project are as follows: 1. Provide fixed FM-200 gas fire suppression systems with main and reserve agent lines. 2. Provide air sampling detection systems. 3. Provide manual Class III hose stations. 4. Provide chamber vestibules. 5. Provide chamber pressure relief systems. The NAICS code is 238220 with an associated size standard of $14,000,000 average annual revenue. The procurement will be set aside for HUBZone Small Businesses in accordance with the procedures at FAR 19.13. The RFP will be posted online at the Federal Business Opportunities website http://www.fbo.gov under the reference number FA8751-09-R-0022 on or about 06 May 09. Proposals will be due approximately 30 days later. A site visit will be conducted about 10 days after issuance of the RFP. The date will be finalized when the RFP is posted. The RFP documents only will be available electronically. Potential offerors will be responsible for downloading the RFP documents and for monitoring the website for possible amendments and any additional information. DRAFT copies of the Project Manual and Drawings will be uploaded during the presolicitation period. Award will be a firm fixed price (FFP) contract resulting from a competitive negotiated Request for Proposal (RFP). The award decision will be based on Price / Past Performance Trade-Off as identified in FAR Part 15. It is intended that award will be made to the lowest priced responsible offeror if that offeror receives a past performance rating of Substantial Confidence. The Source Selection Authority shall make an integrated assessment best value award decision if the lowest priced evaluated proposal is not rated as Substantial Confidence in the past performance assessment. AFRL will post the list as an attachment to the RFP in order to facilitate subcontracting and teaming opportunities. NOTE: In order to receive a contract award, if issued, the successful offeror must be actively registered in Central Contractor Registration (CCR - http://www.ccr.gov), Online Representations and Certifications Application (ORCA - http://orca.bpn.gov), and Wide Area Workflow (WAWF - https://wawf.eb.mil). All responsible sources may submit a proposal which shall be considered by the agency.
