Description
TSO Uniform RFI Attachment 2 - Historical Data TSO Uniform RFI Attachment 1 - Bus. Dec. Transportation Security Administration-TSO Uniform Request for Information (RFI) Description The DHS - Transportation Security Administration is seeking sources for its follow-on procurement of all Transportation Security Officer Uniform items. This RFI is being issued for planning purposes only and shall not be construed as a Request for Proposal (RFP) or as an obligation on the part of the Requestor to acquire any products or services. If an RFP or an RFQ is issued, it will be officially issued by the TSA Office of Acquisition, Contracts & Procurement Division. The requestor does not intend to pay for the information requested. All information provided is for Government planning purposes only. If proprietary information is provided, please mark as “Proprietary for Government use only”. Background In preparation for its requirement to provide uniform items for approximately 50,000 TSA Transportation Security Officer screening personnel, the TSA is requesting information from industry. This information will allow the TSA to assess the clothing manufacturing base, compile detail on Kissel-Amendment compliance and allow identification of potential sources of supply to include business size. For reference, a historical listing, by type and quantity, of uniform items previously purchased by the TSA is provided at Attachment 2. The information obtained as a result of this RFI is intended to be utilized in the development of a future acquisition that may or may not require the products and services as described. HOW TO RESPOND: Any questions/concerns regarding this RFI are to be addressed via e-mail to grace.kelly@dhs.gov with a copy to melissa.french@dhs.gov and doretta.chiarlone@dhs.gov no later April 24, 2009, 4:00P.M (EDST). No later than May 1, 2009, 4:00P.M (EST), provide a Capability Statement which describes the respondent’s corporate capabilities and experience relevant to the TSO Uniform requirement by providing the following information: 1. Summarize your proposed capability by defining the scope of existing manufacturing ability and/or the services your organization will be offering. 2. How do you plan to respond to this requirement, (as a manufacturer or dealer)? What portion of your service will be outsourced? 3. With respect to the products and services you offer, describe your approach to quality assurance? 4. Describe your approach to compliance with the Kissel Amendment, [American Recovery and Reinvestment Act of 2009]? 5. Identify the methods that your organization uses to allow on-line ordering. 6. Discuss the types of uniform items that you can provide and any that you are unable to provide; please refer to Attachment 2. 7. Discuss your approach to management of on-hand inventory (warehousing and financial management) and distribution to approximately 450 airport locations. 8. Discuss you ability to maintain inventory to minimize delivery time. The Capability Statement should not exceed 3, single-spaced, typed-written pages using font not less than 10pt. In addition, the respondent should also complete and return the Business Declaration Form found at Attachment 1. The page count does not include the completed Business Declaration Form. Responses should include the name, telephone number and e-mail address of a point of contact having authority and knowledge to discuss responses with Government representatives. Responses to this RFI are to be submitted electronically and addressed to grace.kelly@dhs.gov with a copy to melissa.french@dhs.gov and doretta.chiarlone@dhs.gov and must be received no later no later than May 1, 2009, 4:00P.M (EDST).
