Description
Air Education and Training Command Specialized Squadron (AETC CONS), Randolph AFB, TX is conducting an acquisition for T-1/T-6 (USAF) Aircraft Maintenance Support Services, Pensacola NAS, FL. This is a pre-solicitation notice to provide non-personal services. (Note: The description herein is a summary of the required services and is not intended to be all-inclusive.) The service provider is responsible for aircraft maintenance services that includes flightline and scheduled and unscheduled maintenance support IAW AFI 21-101 and AFI 21-101 AETCISUP1 for approximately 21 T-1s (20 PAI and 1 BAI) and 22 T-6 (21 PAI and 1 BAI) aircraft with an estimated 25,300 flying hours annually. The services include the following: Organizational level on-equipment maintenance (directly on the aircraft or support equipment at flightline level) services to include the following (not inclusive) as follows: Aircraft ground handling support (aircrew assistance (assisting aircrew with pre-flight checks (aircrew walk around)), launch (applying electrical power, performing flight control visual operational checks with the aircrews at the controls and marshalling the aircraft out of the parking spots), recovery (marshalling the aircraft into the parking spots, assisting the aircrew with exiting the aircraft, and assisting the aircrews with after flight inspection and aircraft flight records documentation (aircraft 781 forms documentation ), aircraft servicing, safety of flight (pre, thru, and post flight and hourly post flight/phase inspections), egress, fuel systems, and corrosion prevention and cleaning; scheduled and unscheduled maintenance and repair; off-station recovery; Support specialized training equipment (flight deck synthetic radar, simulated radar warning receiver, and the entire aft training compartment to include loading software) to include classified systems; and perform scheduled and unscheduled maintenance on T-1 consolidated aircraft support system (CASS). Maintenance Operations Center (MOC), plans scheduling and documentation (PS&D), maintenance data systems analysis, and engine management. A single Firm Fixed Price (FFP) contract will result from the solicitation. The contract shall be for a 1 year base period beginning 1 Sep 09 and will include 2 one-year option periods. The base period will include a 30-day mobilization period scheduled to begin 1 Sep 09. The Request for Proposal will be posted on or about 14 May 09 and proposals are anticipated to be due on or about 14 Jun 09. This will be an electronic solicitation release. A site visit will not be conducted. Details regarding the location, to include maps of the area of responsibility will be provided in a separate notice. No hard copies will be mailed. Solicitation, amendments and other miscellaneous documents will be posted to the Federal Business Opportunities website at http://www.fbo.gov. It is the responsibility of each offeror to review the web page for notice of amendments, updates or changes to current information. The Government is conducting additional market research to establish competition requirements. This requirement will be evaluated using a Performance Price Trade-off approach. A source selection will be conducted per Air Force Federal Acquisition Regulation Supplement (AFFARS) 5315 and Mandatory Procedures (MP) 5315.3 at HQ AETC, Randolph AFB TX. Contact with Government personnel by a potential offeror or their employees' regarding this project is strictly prohibited. In order to be eligible for award, registration under the correct North American Industry Classification System (NAICS) code in the Central Contractor Registration database is required. To register, go to http://www.ccr.gov. The North American Industry Classification System (NAICS) code for this solicitation is section 488190. Effecitive 22 Aug 08, the small business size standard is $7.0 million. There will be no public bid opening. Directions for proposal submission will be included in Section L, Instructions, Conditions and Notices to Bidders, of the solicitation. Dates listed above are approximate and included for reference only. Actual dates will be specified in the solicitation.
