- 1. The United States Environmental Protection Agency (EPA), Region 5, 77 West Jackson Boulevard, Mail Code: MCC-10J, Chicago, Illinois 60604 will acquire Operation and Maintenance (O&M) Support Services for the Research Vessels Lake Guardian and Mudpuppy. The Lake Guardian is a 180 foot monitoring research vessel, home port Milwaukee, Wisconsin. The Mudpuppy is a 33 foot Sea Ark research vessel, home port Bay City, Michigan. NAICS Code: 483114. 2. The contractor must provide all operational crews, support personnel, equipment, provisions, and supplies required to operate, upgrade, repair and maintain the Lake Guardian and Mudpuppy. The base period of performance is one (1) year, with an additional four (4), 1-year option periods. 3. The estimated solicitation release date is June 26, 2009, with an estimated closing date of July 27, 2009. 4. An informal pre-proposal conference, and the site visit inspection of Lake Guardian is scheduled for 12:00 Noon, Central Daylight Time, May 15, 2009, at 600 East Greenfield, Milwaukee, Wisconsin 53204. 5. The contract type to be awarded will be Firm Fixed Price, Indefinite Delivery. This acquisition has been determined to be a commercial service. Therefore, this acquisition will be solicited and awarded in accordance with Federal Acquisition Regulations (FAR) Part 12 procedures. This acquisition is a 100% Small Business Set Aside. 6. A copy of the Performance work Statement (PWS) and the draft solicitation may be viewed at: http://www.epa.gov/region5/business/. Prospective offerors may comment on the PWS, and the draft solicitation up until the final solicitation has been posted. These comments, questions and subsequent answers will also be posted at the web address. 7. The EPA will not issue a paper solicitation for this acquisition. The solicitation when issued can be secured, via e-mail, or by downloading the solicitation from the website listed in paragraph #6. All interested parties can send an e-mail of interest to Contracting Officer David Alberts at alberts.david@epa.gov. Upon issuance of the final solicitation, vendors who expressed interest will receive a PDF copy of the solicitation via e-mail. 8. Offerors must include their e-mail address. The Government intends to maximize the use of e-mail for all communications concerning this solicitation. Offerors must also include their United States Postal Service mailing address, and a fax number. 9. Potential offerors must be registered in the Central Contractor Registration (CCR). If an offeror is not registered in CCR, the offeror may do so by going to the CCR web site at: http://www.ccr.gov.
