Description
THIS IS NOT A SOLICITATION NOTICE. This is a Sources Sought Synopsis. There is no solicitation available at this time. The National Center for Chronic Disease Prevention and Health Promotion (NCCDPHP), Division of Reproductive Health (DRH), Maternal and Infant Health Branch (MIHB), Centers for Disease Control and Prevention (CDC) is requesting information to determine the availability of qualified contractors to maintain and expand the existing Pregnancy to Early Life Longitudinal (PELL) Data System developed Boston University School of Public Health team in collaboration with the Massachusetts Department of Public Health, building on the data system that was created in an earlier project on contract 200-2007-22782. Supporting the maintenance and expansion of the current PELL data system is important for several reasons. First, this procurement will support the continued building and validating of the core of the PELL data system, including the annual linkages of all Massachusetts birth and fetal death certificate records with the birth-related hospital discharge records of both mother and infant. Second, the procurement will allow the continued linkage of the PELL core data to a series of other statewide datasets that enrich both the breadth and depth of the reproductive-infant health information currently identifiable at birth. These other statewide datasets include non-birth inpatient hospital utilization discharge records, observational stay and emergency department visits for both mother and child, Early Intervention (EI) program records (including referral, enrollment and utilization), and the MA Birth Defects Monitoring Program. With continued support, the PELL data-system will also be able to link to Women, Infant and Children (WIC) enrollment and visit data, the Bureau of Substance Abuse Services treatment data to PELL for women of reproductive age, geo-coded census tracts from Census data, newborn hearing screening data, and MA Department of Education Individuals with Disabilities Education Act (IDEA) data. Third, this procurement will provide datasets, analyses, and accompanying documentation to Maternal Infant Health Branch (MIHB) scientists in order to carry out maternal and infant health-related analytical studies, prepare manuscripts for peer-reviewed journals and presentations at scientific meetings. Finally, the additional support in enhancing and expanding the PELL data system will an increase the size of the study population, which will improve the design, statistical significance, and generalizability of the research studies developed using this data system. NO QUOTES ARE BEING REQUESTED AT THIS TIME. This Request for Information (RFI) is being used as a marketing research tool to determine the availability and adequacy of potential sources. All contractors must have an active registration in Central Contractor Registration (CCR), which may be obtained at www.ccr.gov.
