- This is an anticipated Base Year with four (4) option year contract. This requirement will consist of the following: 1. Food Service 2. Dining Facility Attendant 3. GED Food Cost Line item number 1 will have no government funds associated with it. Contractor will price each meal per the menu pattern that is stated in the Statement of work. The contractor must establish prices so as to make a profit. Soldiers attending courses at the Professional Education Center and Civilians will be the audience who will pay the prices set by the contractor. Government funds will be associated with line items 2 and 3. Line item 3 will be in effect for the Base Period and possibly the 1st Option Year. This line item will involve GED students. The Service Cointract Act will apply. A new DOL Wage Rate will be issued at the beginning of each Option Year Period. Evaluation factors will consist of Past Performance and Price with Past Performance more important than price. Past Performance shall be evaluated on the basis of the following subfactors with all subfactors being of equal importance: Quality Control, Management Effectiveness, Technical Qualification/Experience, and Timeliness. A pre-solicitation conference will be held on April 28th from 1:00 - 3:30PM in the VIP area of Concord Hall located at the Professional Education Center located at Camp Joseph T. Robinson, North Little Rock, AR, 72199-9600. All interested vendors should try to attend this conference as information concering this requirement will be discussed. A Site Visit will be conducted immediately after the conference. The conference will be held in the area where the contract will be performed. All interested vendors must be registered in the DOD Central Contractor Registration (CCR). Firms can register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR information Center at 1-888-227-2423. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR MPIN in order to log into the Online Representation and Certifications Application (ORCA) website.
