Description
The U.S. Nuclear Regulatory Commission (NRC) intends to enter into a sole source procurement with the Massachusetts Institute of Technology (MIT). The period of performance for this effort will be a base year with two (2) one (1) year option periods. The base year will begin on May 6, 2009 and end on May 5, 2010. The option years will extend from May 6, 2010 until May 5, 2011 and May 6, 2011 until May 5, 2012. The NRC plans to award the sole source procurement to MIT in order to support Dr. George Apostolakis. Dr. Apostolakis is a Special Government Employee (SGE) assisting the Advisory Committee on Reactor Safeguards (ACRS). Dr. Apostolakis is based out of Boston, Massachusetts, but as a SGE, is required to frequently travel to Rockville, Maryland in order to fulfill his responsibilities to the NRC. This "off-site" frequent travel situation is unique and requires administrative support with extensive knowledge of the Federal Travel Regulations and access to the NRC system for travel authorizations, vouchers and accommodations. In addition, Dr. Apostolakis's status as a SGE requires specific monitoring of his ACRS activities as prescribed. The administrative assistant must be intimately familiar with the NRC labor codes and their relationship to the budget. The travel regulations, compensation regulations, and SGE requirements are activities which may be audited and therefore require extensive knowledge to ensure they are properly documented.
