Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Intramural Research Program (IRP) intends to solicit, negotiate and award a purchase order on a noncompetitive basis with PerkinElmer LAS, Inc., 710 Bridgeport Avenue, Shelton, CT 06484. The National Institutes on Drug Abuse (NIDA), Division of Intramural Research in Baltimore, Maryland requires an UltraView PC Upgrade Kit, Photokinesis Upgrade Kit ERS5/6 NSy (Vol) L7265225, Dell 30” TFT Monitor L7201892, Firewire Card IEEE-1394 3 Port PCI Card I3*9310, Firmware Upgrade for Orca ERG Camera L7265150. PerkinElmer LAS, Inc. designed the 5 line spinning disk confocal microscope used in the Section. The photokinesis unit supplied by PerkinElmer is the only unit that will fit our existing microscope. Similarly, the camera retrofitting is only possible using the PerkinElmer technology. Other commercial vendors do not have a technology that will enable upgrading of the spinning disk model so as to enable the analyses we require. To buy a new system would cost over $400,000 since it would require purchase of new lasers, and a new confocal and dichroics. The acquisition is being conducted under simplified acquisition FAR 13 and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
