Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Intramural Research Program intends to solicit, negotiate and award a purchase order on a noncompetitive basis with Thomson Instrument Company, 354 Tyler Road, Clear Brook, VA 22624. The National Institutes on Drug Abuse (NIDA), Division of Intramural Research in Baltimore, Maryland requires the following items. Data processor including software to control the auto-injector which injects samples into the HPLC and collects and analyzes HPLC/EC data. Eicom Stand-alone HPLC-ECD System to include a EC Detector, Pulse-less HPLC Pump, Temperature Controller, Online High Efficacy Degasser all in one package. AS-700 to operate method files for PowerChrom EPC-500, Autosampler Insight Controlled by EPC-500. Robust mechanism with outstanding air cooling system and two 96 well plates carriage. Other HPLC systems do not provide the analytical sensitivity to the Eicom System. Other systems cannot handle the low volume (2-5 ul) samples that are typically used in experiments. The acquisition is being conducted under simplified acquisition FAR 13 and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
