- SPAWARSYSCEN Atlantic intends tonegotiate a sole source contract withInfoTech Solutions for Business, Inc.,666 5th Ave Ste 343, 14th Floor, NewYork, NY 10103-0001 for theprocurement of engineering andsoftware development, test andevaluation, and integration support, toinclude, but is not limited to:development and maintenance ofsecure discovery requirements,standards, and specifications; analysisof alternative and candidate;engineering effort required to prepareand assure that the detailed technicaldata documentation reflects the latestdesign, configuration, integration, andinstallation of the secure discoverysoftware; coordination of meetings;developing agenda items; attendingmeetings; generating minutes;tracking action items; performingbudget drills and analysis; costestimation; developing WorkBreakdown Structures (WBS) and PlansOf Actions and Milestones (POA&M);software development and integrationof secure discovery capabilities;engineering support for test andexperimentation & demonstration.Program support may requirecoordination with other net-centricactivities both Naval and Non-Naval,including but not limited to, Office ofNaval Research and the CANESinitiatives. InfoTech Solutions for Business Inc.worked with governmentrepresentatives as part of the trusteddiscovery initiative to develop softwarerequirements, design documentation,and implementation strategy and hasconducted several industry technologystudies that lead to the initial trusteddiscovery software decisions. InfoTechSolutions for Business, Inc. completeda prototype for secure discovery;integration federated identitytechnologies and advanced securityprotocols. Additionally, the evaluationof standards and specificationsresulted in a highly uniqueunderstanding of the problems andsolutions for securing servicediscovery. Not only was the initialprototype functional, demonstratingthe security interfaces and controls, butalso formed the foundation for furtherprototype and release 1.0 candidate. A Cost Plus Fixed Fee, IndefiniteDelivery, Indefinite Quantity typecontract is anticipated with a baseperiod of one year. The applicableNorth American Industry Classification(NAICS) code is 541512 and the sizestandard is $25 million. This notice isnot a request for competitiveproposals.
