Description
The United States Army Research, Development and Engineering Command, Acquisition Center (RDECOM-AC) intends to award a purchase order in the amount of $26,900.83 on the basis of other than full and open competition to STS International for the integration of command and control system for the Combat Medic Basic and Advanced Trauma Trainer (CoMBATT) prototype system into a trailer configuration. The anticipated period of performance will be six months. The RDECOM-STTC determined full and open competition is not possible for the following reasons: "STS International possesses unique capabilities to meet these requirements due to the fact that they designed, built and integrated the original CoMBATT prototypes which are in use at FMTB east and by Army trainers. This CoMBATT prototype uses the same software and many of the same hardware devices as the originals. Any other vendor would be required to reengineer the existing hardware and software which would significantly increase the cost beyond any savings that a full and open competition could recoup. " The CoMBATT command and control equipment is being integrated into a trailer based system that must be compatible with preinstalled interfaces at the training site. In order for another vendor to be able to perform this effort, substantial duplication of cost to the Government would be incurred which would not be recovered through competition. "Software changes to the CoMBATT control system will be required for interface into the trailer based power system. Substantial software reengineering would be required for any other vendor to make these changes. This would cause unacceptable delays in fulfilling the requirement. "The command and control station is required to be reconfigurable to work with existing CoMBATT equipment at sites other than the FMTB MOUT site. Other vendors would incur substantial costs which would not be recouped in a full and open competition. "The USMC and USN require that training capabilities be identical between east and west coast training sites in order for those capabilities to be integrated into the curriculum. A CoMBATT prototype has already been installed into the FMTB training site at Camp Lejeune, NC. The lack of a suitable fixed facility for the C2 system at Camp Pendleton requires a mobile configuration with the same capabilities. If another vendor were to reengineer the system, they would be required to retrofit any changes into the FMTB East system. This would incur substantial costs which would not be recouped in a full and open competition. The North American Industry Classification System (NAICS) for this requirement is 541330.
