Description
The Social Security Administration (SSA) intends to purchase software proprietary to one manufacturer as set forth in the Federal Acquisition Regulation (FAR) 8.405-6 “To an item peculiar to one manufacturer.” As it stands, Chicago Soft LTD is the only known manufacturer of the abovelisted software. This is MVS-Quick-Ref software to be installed on IBM Mainframe systems at the Durham Support Center (DSC), NC. This additional new license is required to support the Document Management Facility (DMF) workload that is moving from the NCC to the DSC. Existing NCC MVS/Quick-Ref software is still needed at that site to support the workloads that will remain there. This procurement is in support of SSA’s IT Operations Assurance (ITOA) project. ITOA will lessen the impact of a disaster recovery event by establishing a second, fully functional, co processing data center. The following IBM mainframe systems will reside in the DSC and will require the MVS/Quick-Ref software. The MVS/Quick-Ref software provides a concise summary of MVS operating system messages, vendor messages, codes, and other reference information to the Software Engineering Facility (SEF) Help Desk personnel and SEF technicians and programmers. Any vendor capable of providing software that can perform the essential requirements must present electronic/written evidence of such capabilities by April 16, 2009. The evidence must include a discussion of how the software would satisfy the proposed requirements. The Government does not intend to pay for information received and does not intend to provide evaluation results to the sender.
