This acquisition will be Full and Open Competition with no restrictions; foreign prime contractor participation is permitted. The Government anticipates award of a basic year and four one year options. The Government will use the Price and Performance Trade-Off Strategy (PPT). Specific proposal preparation instructions and evaluation basis for award will be detailed in the RFP. The Government anticipates award of the contract 31 Aug 2009 with a 20 day transition phase (1-20 Sep 2009) and full performance beginning 21 Sep 2009. All responsible offerors' proposals will be considered for award. Proposed period of performance is as follows: Basic Year: 1 Sep 2009 - 31 Aug 2010; Option I: 1 Sep 2010 - 31 Aug 2011; Option II: 1 Sep 2011 - 31 Aug 2012; Option III: 1 Sep 2012 - 31 Aug 2013; Option IV 1 Sep 2013 - 31 Aug 2014. Site visit will be conducted 23 April 2009. See attached memorandum for additional details. Solicited Services will include the following: Vehicle Operations : Provide Aircrew transportation support; Provide routine Motor Pool Operations including dispatch support,Taxi Service, Cargo Movements, Bus Movements; Maintain database for Operator Licensing for base population; and Issue Government drivers license Vehicle Maintenance : Provide personnel, labor and tools to provide scheduled/unscheduled vehicle maintenance on approximately 1000 government vehicles; Provide mobile maintenance and tire repairs; Provide paint and body shop; Operate On Line Vehicle Interactive Management System (OLVIMS) to track scheduled maintenance, parts, labor; Provide Fleet Management function; Operate customer support center and technical order library; and Support exercises, contingencies, and deployments.
