- Request for Construction Documents Form The Department of Commerce, National Institute of Standards and Technology (NIST), Boulder, CO Acquisition Management Division Office intends to contract for the removal and replacement of a handicap elevator located in the Main Lobby of Building One on the Boulder Campus. The NIST Boulder Campus is continuing to upgrade and expand its current infrastructure and site facilities in order to continue long-term support of US industrial competitiveness in the world market. A part of the sites upgrade includes replacing the elevator lifts on the Campus. The existing handicap elevator must be removed and replaced with a holeless hydraulic passenger elevator system, including hoistway modifications, as specified within the scope of work and project drawings. One year warranty and maintenance service agreement will be required beginning at the time of final acceptance. In accordance with FAR 36.204, the anticipated magnitude of this project is between $250,000.00 and $500,000.00. A bid bond and performance and payment bonds will be required against this solicitation and resulting contract. The solicitation will be issued on or about April 30, 2009, with an award anticipated by July 13, 2009. A pre-proposal conference with site visit will be held with the scheduled date identified in the solicitation. Due to the long lead time of the elevator, the project shall not commence until all material is on site. This requirement is meant to lessen the adverse affect of the existing elevator being unavailable during construction. From the date that all equipment and material are on site, the period of performance for this project shall be 60 calendar days. Source selection will be made using the best value, lowest price technically acceptable process (FAR 15.101-2). The Government will not pay for any information solicited. Offers that do not meet ALL the requirements or are not submitted within the allotted time will not be considered. All contractors doing business with the Federal Government are required to be registered with the Central Contractor Registry (CCR) and the On-Line Representations and Certifications Application (ORCA). To register with the CCR and ORCA and become eligible to receive an award, all offerors must have a Dun and Bradstreet Data Universal Numbering System (DUNS) identifier. A DUNS number may be acquired free of charge by contacting Dun and Bradstreet at 800-234-3867 or on line at https://www.dnb.com and opening "get a D&B D-U-N-S number". This procurement is being solicited as a total small business set-aside. The NAICS code applicable to this solicitation is 238290, and the corresponding size standard for determining whether or not a firm qualifies as a small business is $14.0 million in average annual receipts (gross) over the past three years. All interested parties are required to notify the Contract Specialist of their interest via e-mail to capitani@nist.gov. Requests for solicitation must be received in writing, along with the request for construction documents form. IN ORDER TO RECEIVE THIS SOLICITATION PACKAGE, ALL INTERESTED PARTIES ARE TO COMPLETE THE REQUEST FOR CONSTRUCTION DOCUMENTS FORM ATTACHED TO THIS NOTICE.
