- Description
- The Defense Commissary Agency (DeCA) has a construction requirement at DeCA’s Headquarters building located on Fort Lee, VA 23875, to upgrade existing HVAC controls to digital technology and revise air distribution and ductwork as required to match current building usage and functional layout. The project will revise and replace existing variable air volume controls with digital controls, reconfigure select air distribution ducts, replace selected air diffusers, and add additional variable air volume boxes in a four story, approximately 100,000 square foot office building. Contractor shall furnish all necessary labor, tools, transportation, supplies, supervision, equipment, materials, and incidentals necessary to perform all work in accordance with the Specifications in the solicitation. The contractor shall also be responsible for proper disposition of the replaced items. This acquisition will be 100% set aside for Service-Disabled Veteran Small Businesses. Offers that are not a service-disabled veteran small business shall not be considered and shall be rejected. The North American Industry Classification System (NAICS) code for this acquisition is 238220 and the small business size standard is $14 million. In accordance with FAR 52.236-27 all offerors are urged and expected to inspect the site where the work will be performed. A site visit will be conducted on or about May 11, 2009. Access to the site will be limited to the organized site visit only. The exact date and time of the site visit and proposal due date will be stated in the solicitation package. The magnitude of this project is between $500,000 and $1,000,000. Performance and Payment bonds will be required. Performance time shall be in 90 calendar days after issuance of the Notice To Proceed (NTP). A solicitation will be issued for this requirement on or about April 29, 2009 with an anticipated closing date of May 29, 2009, for receipt of proposals. As prescribed in FAR Clause 52.204-7, contractors must be registered with the Central Contractor Registration (CCR) in order to an receive award. CCR information can be obtained at www.ccr.gov or calling 1-888-227-2423. Online Representations and Certifications Application (ORCA) must also be completed at https://orca.bpn.gov/. The government contemplates award of a Firm Fixed Price contract to the responsible offeror whose proposal conforms to the requirements of the solicitation and is most advantageous to the Government. This Request for Proposal (RFP) will be available on www.fedbizopps.gov under ODA (Other Defense Agencies), Defense Commissary Agency, HDEC05-09-R-0007. Potential offerors are encouraged to use this web site to obtain a copy of this RFP.
