Description
V - The United States Government, represented by the United States Agency for International Development (USAID), intends to issue a solicitation (Request for Proposal) for air passenger and air freight services in Afghanistan. The purpose of this RFP is to obtain 10, and possibly up to 14, fixed and rotary wing aircraft for service in country. The contractor shall provide full operations: aircraft, crew, maintenance, insurance, fuel, flight tracking and passenger booking and manifest services in support of the USG Afghanistan National Development Strategy. The term of the contract is up to five years. Aircraft will be based in Afghanistan – Initially in Kabul and subsequently at other regional bases. Aircraft shall be operated and maintained for the exclusive use of the USG under the terms of any resulting contract. The Contractor shall operate (aircraft, crew, maintenance, safety) in accordance with their approved FAA or ICAO Operator Certificates and USG 14 Code of Federal Regulations (CFR) Parts 23, 27, 33, 39, 43, 47, 61, 63, 65, 67, 91, 119, 121, 129 and 135 or equivalent ICAO standards, and each certification required under the contract. Aircraft shall be maintained in accordance with all applicable USG 14 CFR requirements, mandatory manufacturers’ bulletins as required, and all applicable FAA and ICAO Airworthiness Directives. It is a requirement that the successful contractor be registered in the USG Central Contractor Registry (CCR) at WWW.CCR.GOV. This is a full and open competition and the procedures set forth in the USG Federal Acquisition Regulations (FAR) Part 15 – Contracting by Negotiation shall apply. The USAID authorized geographic code for this activity is 935. It is anticipated that the solicitation will be published on April 24, 2009, and will be distributed through this website. Any amendments to this synopsis or the subsequent solicitation will also be published on this website. Issuance of this notice does not constitute an award commitment on the part of the U.S. Government, nor does it commit the U.S. Government to pay for any costs incurred in the preparation or submission of comments, suggestions, or a proposal. Furthermore, the Government reserves the right to defer issuance of a RFP solicitation or not to issue a RFP if such action is considered to be in the best interest of the Government.
