- The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), Division of Safety Research Morgantown, WV, has a requirement to secure the services of a contractor with the capabilities, knowledge, and expertise to perform the following tasks: (1) review an existing NIOSH research plan and make recommendations to enhance scientific rigor and practicality; (2) collaborate with firefighter managers in 4 U.S. geographic areas to recruit and measure 900 subjects with traditional anthropometric techniques; (3) perform multivariate anthropometric analyses to select representative body models of firefighters for 3-dimensional scanning; and (4) coordinate with firefighter managers in 4 U.S. geographic areas to recruit and scan 195 representative firefighter models and to perform functional reach measurements of the same 195 subjects seated in an engine buck, using a 3- dimensional digitizing technique. NIOSH will provide the scanners, the FaroArm, a fire engine buck, and two computer workstations. The period of performance of the contract is expected to be 36 months after award. THIS PROCUREMENT IS BEING SET ASIDE FOR SMALL BUSINESSES. The NAICS code is 541990 "All Other Professional, Scientific, and Technical Services" and the size standard is $7.0 million. Firms not meeting this size standard are ineligible to submit offers and will not be considered for award. The target solicitation release date is April 30, 2009. All solicitation documents will be posted on the Federal Business Opportunities website (www.fbo.gov) and hard copies will not be available. It is the responsibility of interested parties to regularly review the website for updates and changes. In accordance with FAR 52.204-7 and 52.204-8, prospective offerors must be registered in the Central Contractor Registration (CCR) (www.ccr.gov) and have completed the Online Representations and Certifications Application (ORCA) (https://orca.bpn.gov/) in order to be eligible for award.
