Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is issued as a request for quote (RFQ) #F4D3D99089A003 - XUMU091128B2-1. Submit written offers - quote template provided upon request. Oral offers will not be accepted. All firms or individuals responding must be registered with the Central Contractor Registration (CCR) (www.ccr.gov). This procurement is being issued as a 100% Service Disabled Veteran-Owned, Small Business Set-Aside. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-32 and DFARS Change Notice 20090115. North American Industrial Classification Standard (NAICS) 532412 and Size Standard $7M apply to this procurement. Project Number: F4D3D99089A003 - XUMU091128B2-1 Project Title: RECOVERY - XUMUM091128B2-1 San Antonio Creek Restoration - Rental of Trackhoe equipment (without operator) for (3) months with services commencing on/about 1 May 2009 1. Quote shall conform to the CLIN structure as established in this synopsis/solicitation. A quote template is available upon request. 2. Quotes shall be valid for 30 days after close of solicitation. 3. All questions or comments must be provided to the Contract Specialist in writing; telephone and other means of oral communication will not be permitted. Lack of registration in the CCR will make an offeror ineligible for contract award. The below was a question from a contractor to our customer requesting additional specification clarification: 1. Is there a specific brand or model size of excavator you are looking for, for example a cat 330 or 345? If so can we use a different machine with equivalent capabilities? The CAT 330 or 345 (or equivalent) should work. Something comparable to the John Deere 350D LC would be good. It has a reach of approx 36 ft. But its 8 ton lift capacity reach is approx 20 ft. Its max dig depth is approx 24 ft. The machine will be placed in the creek bed by crane and will be digging down into the creek bed as well as into the side of the creek bank. The digging into the side of the bank could be up to approx 20 +/- ft above the creek bottom. Digging down below existing creek bottom could be approx 10+/- ft. Because the excavator will be placed by crane, if two excavators have similar capacity but different weight, we would prefer the lighter weight. 2. If you don't have a specific machine you are looking for we'll need more information on the lift capacities required. The RFQ asks for a machine that can lift 8 tons. Will that be over the front of the tracks or over the side? Also how high will the machine be required to lift 8 tons from ground level? I would think one bucket with 2-3 CY capacity should work. 3. What size of bucket do you require, And if you need multiple buckets, and if you need a quick disconnect? We would like a bucket WITH: -Teeth -Thumb combo (this requirement was with the original description - but not with the example I sent yesterday) -A width of 48" to 60" -2-3 CY capacity 4. What level of tier compliance does the machine require, if any? The equip is subject to compliance with the California Air Resources Board and Santa Barbara County Air Pollution Control District which I believe would be Tier 2 or 3 depending on the hp or kw, date of manufacture, size of fleet, etc. Tier 4 compliance is coming in the future but not this year.
