- PRESOLICITATION NOTICE: The VA National Acquisition Centerwill issue Request for Proposal (RFP) VA-797-09-RP-0075 for theDepartment of Veterans Affairs (VA) for Folding Walker, Wheeled withSeat (E0144). Accessories will include a Basket and a Tray. VApurchases approximately 36,299 of these walkers on an annual basis. Onlyone award will be made as a result of this solicitation. The walkersare being procured on an unrestricted basis as there are no smallmanufacturers of walkers in the United States. Therefore, all offerorswill be tasked with adhering to the Trade Agreements Act.Specifications for the walker are as follows: (1). Height adjustable,(2). 4 wheels (minimum 6" in diameter), (3). Seat height of 23" +/- 1",(4). Seat width of 17" +/- 1", (5). Seat back (or strap) for safety,(6). Folding, (7). Locking mechanism when open to prevent collapse,(8). Padded hand grips, (9). Weight capacity maximum 250 pounds, (10).Manufactured from non-corrosive materials and, (11). Brake mechanism onrear wheels. The contract period will be for one year plus four one-yearoption periods. The approximate contract effective date will start on6/20/2010. Walkers will be issued through the local prosthetic activityand given directly to the veterans. If the offeror is not themanufacturer, a signed agreement between the offeror and themanufacturer must be submitted with the offer and remain in effect forthe duration of the contract period including the option years. VAwill confirm this agreement with the manufacturer. Solicitation NoVA-797-09-RP-0075 will be electronically issued in commercial itemformat in accordance with FAR Part 12 on or about June, 2009 with aclosing date of 30 days from the solicitation issuance date. TheNAICS code for this procurement is 339112. Any future amendments andother miscellaneous documents will be available electronically fordownload at the following URL: http://www.fedbizopps.gov. No papercopies of the solicitation will be available, and no telephone requestsfor paper copies of the solicitation will be accepted.
