Description
NASA/MSFC plans to issue a Invitation for Bids (IFB) for MSFC 4699 - CryogenicStructural Test Facility Modifications.A liquid nitrogen (LN2) delivery and storage system is required to provide thermo-cyclingon rocket engine Test Stand 4699. A 60,000-gallon vacuum jacket storage vessel isrequired to provide adequate volume of LN2 for cryo-structural testing. The storagevessel will be filled with LN2 from tractor- trailers.From the storage vessel, the LN2will be transferred to the test stand via two 300 GPM pumps and associated transferpiping. The work to be performed under this project consists of the purchase,fabrication, installation, leak checking, and insulation of the stainless steel LN2system piping, storage vessel, pumps, and associated piping specialties. The projectincludes electrical, mechanical, and civil disciplines. Award of this project is contingent upon the availability of funds.The order of magnitude for the procurement is $1,000,000 to $5,000,000 and the effortshall be completed within 540 calendar days after notice to proceed.This procurement is part of the Small Business Competitiveness Demonstration Program.The NAICS Code and small business size standard for this procurement are 236210 and$33.5M, respectively. The anticipated release date of the IFB is on or about April 30th, 2009 with ananticipated offer closing date of on or about June 1st, 2009.The firm date for receipt of bids will be stated in the IFB. All packages requested mustbe in writing and contain the Company Name, Address, and Phone/Fax numbers. Request forIFB packages should be made to the below listed personnel. Safety records of the prime contractor and subcontractor will be a consideration at awardtime and the prime contractor must have an EXPERIENCED MODIDIFICATION RATING (EMR) of 1.0or less and proof included within the bid package. The prime subcontractors EMR ratingshall be no more than 1.1. Requests for IFB packages will not be accepted less than 10days prior to bid opening. All responsible sources may submit a bid which shall be considered by the agency.An ombudsman has been appointed -- See NASA Specific Note "B".The solicitation and any documents related to this procurement [with the exception of thespecifications and drawings] will be available over the Internet. These documents willreside on a World-Wide Web (WWW) server, which may be accessed using a WWW browserapplication. The Internet site, or URL, for the NASA/MSFC Business Opportunities page ishttp://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=62 Prospective offerors shall notify this office of their intent to submit an offer. It isthe offeror's responsibility to monitor the Internet site for the release of thesolicitation and amendments (if any).
