- RECOVERY ACT - The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. The Government reserves the right to cancel this solicitation at any time. The project design includes, but is not limited to: Patching and recoating exterior EIFS system. Provide exterior landscaping and modifications to irrigation system. Interior repairs/upgrade shall include new wall, ceiling and floor finishes throughout. Replacement of cabinetry and sinks. Replace all showers and tile floors/wainscots in bathrooms. Replace all interior lighting fixtures in living areas, common areas, hallways, stairwells, etc. Replace bathroom exhaust fans with new combination exhaust/ heat fan unit in each bathroom. Upgrade all utility rooms to include replacement of exhaust fans, utility sinks, and light fixtures. Provide for mechanical ventilation in first floor vending room and first floor laundry room. Provide dimmer controls in living areas. Replace all existing window glass and door glass with new blast resistant windows and doors. Electronic lock replacement. Upgrade/replace HVAC system to provide new 4-pipe system. Replace all existing heating and chilled water piping and control valves. Provide new fintube units to replace existing units and replace existing damaged fin tube covers. Provide for individual thermostatic control in each living space. Upgrade fire alarm/suppression system to comply with current codes. Replace all smoke detectors throughout the facility. Provide new addressable fire alarm system. Provide DDC (Direct Digital Control) system for new mechanical. The Performance Period for this project is 365 days after receipt of Notice to Proceed. The anticipated magnitude of this project is between $1,000,000.00 and $5,000,000.00. This Request for Proposal will be available on or about 30 April 2009. The Request for Proposal will be available by Electronic Transmission only at: http://www.fbo.gov. The Notice to Proceed may be issued within 30 days after award. This acquisition is set-aside 100% for small business. Potential offerors must be currently registered in the Central Contractor Registry to be eligible for award. (See Internet Site: http://www.ccr.gov). Payment for this acquisition will be made through the Wide Area Workflow (WAWF) System. Contractors must be registered in WAWF, see internet site: https://wawf.eb.mil for registration. Potential contractors must also be currently registered with ORCA.
