Description
The Samuel S. Stratton VA Medical Center (hereafter "The VA" or"VA"), located at 113 Holland Ave., Albany NY 12208, intends to releasea competitive Request for Proposals (RFP) numbered VA-528-09-RA-0016,for a project entitled "Rehabilitate C-Wing Loading Dock" during themonth of May, 2009. The current intention of the VA is to procure theseservices competitively via a 100% Service-Disabled Veteran Owned SmallBusiness (SDVOSB) set-aside. This is intended to be a competitiveDesign/Build acquisition, meaning that interested offerors would need toretain a licensed Architect/Engineer (A/E) firm to provide design andconstruction period services. The RFP will contain an finished 35%design for the project and a list of suggested spec sections forinclusion in the final design, to be approved by the VA beforeconstruction work begins. The VA intends to release this RFP with competition restrictedcompletely to Service-Disabled Veteran-Owned Small Businesses. Theapplicable NAICS code will be 238190, "Other Foundation, Structure, andBuilding Exterior Contractors," with an applicable small business sizestandard of $14 Million. The estimated construction value of this project falls within the rangeof $100,000 $250,000. Bid, performance and payment bonding will be required to respond to thisRFP once released. The VA anticipates the use of a "bestvalue/tradeoffs" evaluation method that will include both an analysis ofprice and past construction performance, alongside evaluation of thecredentials and qualifications of the selected A/E representative of theofferor. Oral presentations, as in a standard A/E evaluation, will beused for all members of the competitive range. At this time, an exact date of release is not known but release will notoccur before April 28, 2009. Unless additional notice is given or thisnotice is modified, the full RFP will be posted to the Government-widePoint of Entry (www.fbo.gov) sometime between that date and the end ofMay. This is a pre-solicitation notice synopsizing an upcoming competitivesolicitation to satisfy the requirements of FAR 5.201 and 5.203.
