- The Naval Surface Warfare Center, Panama City Division (NSWC PCD), Panama City, Florida intends to award a firm fixed price sole source purchase order using simplified acquisition procedures to RUBB Building Systems, P.O. Box 711, RUBB Lane, Sanford, Maine 04073 for installation of modifications to four temporary shelters at NSWC PCD. This purchase is unsuitable for full and open competition for the following reasons. The temporary shelters were manufactured and installed by RUBB Building Systems. As the Original Equipment Manufacturer (OEM) RUBB is the only known source with knowledge of the prefabricated shelter design and construction to be capable of performing the required modifications and is the only authorized source to perform the modifications that would not void the warranty. Delivery will be to the Naval Support Activity (NSA) Panama City, Receiving Office, 100 Vernon Ave, Panama City, FL. NAICS 332311. SBA Size Standard is 500 employees. FSC Z199. A! ward will be base on written quotation. Anticipated award date will be on or about 7 May 2008.
