Description
Pre-Proposal Conference (PPC) Update A pre-proposal conference for the STUAS/Tier II UAS procurement (Sol. #N00019-09-R-0226) is scheduled for Tuesday, 21 April, 2009 at the J.T. Daugherty Conference Center, 22211 Three Notch Road, Lexington Park MD 20653 from 9:00AM to 4:30PM ET. The purpose of the event is to provide an overview of the Request for Proposal, the Source Selection Process, the Technical Readiness Assessment and Technical, Cost, and the mandatory Flight Demonstration. Offerors are directed to send all questions in writing and pertaining to the STUAS/Tier II UAS solicitation to the Contracting Officer listed below no later than COB, 16 April 2009. Forms will also be provided at the PPC event for participants to submit additional written questions NLT 12:00 Noon and will be collected by the Contracting Officer. The Government will provide answers to as many questions as practicable during the PPC event and via a later solicitation amendment. Following the PPC, all event materials and any resulting solicitation amendment(s) will be posted to the Fedbizops website. Agenda (subject to change): 0800 - 0900 Arrival/Sign-In 0900 - 0915 Introduction / Agenda 0915 - 0920 Welcome/Program Overview 0920 - 0945 RFP Overview (Sections A-K) 0945 - 1030 Source Selection Process Overview/RFP Overview (Sections L & M) 1030 - 1045 Break 1045 - 1130 Technical Readiness Assessment and Technical Proposal Overview 1130 - 1145 Collect Written Questions 1145 - 1300 Lunch 1300 - 1315 Cost Proposal Overview 1315 - 1400 Flight Demonstration 1400 - 1630 Answer Session Registration will be conducted in advance, and, on the day of the PPC, sign-in will begin at 8:00AM. Note that the sign-in sheet (listing company name, attendee name(s), and phone number) shall be made available to the public upon request. This is a no-fee event; lunch will not be provided. Eight (8) attendees are permitted per demonstration registrant (to include both prime and sub contractor teams); other registration requests will be limited to one attendee per CAGE code. To register, email first, last names to Mr. Thomas Donahue (Ausley Associates) at Thomas.donahue@navy.mil, cc: Ms. Tara Currie at Tara.currie.ctr@navy.mil, and Mr. Arthur Amses at Arthur.amses@navy.mil. An email confirmation will be sent upon receipt. Attendee substitution requests may be submitted to the same points of contact by 5:00PM ET Monday, 20 April, 2009. An email confirmation will be sent upon receipt. Late registration and "walk-in" requests will not be permitted. Attendees must present a CURRENT photo ID (driver's license, military ID, company ID, or passport) matching the attendee information submitted via email to gain entry into the event. This is an UNCLASSIFIED event; no clearances are required. Directions to the J.T. Daugherty Center can be accessed from their website at: http://www.jtdsmcc.com/contact.html Flight Demonstration Update Both the STUAS/Tier II UAS FedBizOps announcements dated 3 Feb 2009 and 3 Mar 2009 and the Flight Demonstration instruction released as part of the STUAS/Tier II Request for Proposal dated 3 April 2009 addressed the possibility of a change to the location for the mandatory Flight Demonstration. The Government has elected to change the location of the mandatory Flight Demonstration from NAWCWD China Lake, CA to the Yuma Test Center (YTC), AZ. The Government intends to hold a site visit for the industry flight demonstration teams at YTC. Attendance is at offeror’s own expense. The mandatory Flight Demonstration will commence no earlier than 01 June 2009. More detailed information regarding the site visit, mandatory Flight Demonstration and the YTC location will be provided in a subsequent FedBizOps announcement.
