- THIS REQUIREMENT WAS INITIALLY POSTED ON 10 MARCH 2009 AND REVISED ON 12 MARCH 2009. THIS REQUIREMENT WAS A 100% SET-ASIDE FOR SMALL BUSINESS WITH A CLOSING DATE OF 13 APRIL 2009. AS NO SMALL BUSINESSES SUBMITTED AN OFFER THE SMALL BUSINESS SET-ASIDE IS DISSOLVED. THIS REQUIREMENT IS BEING READVERTIZED AS A FULL AND OPEN REQUIREMENT. SYNOPSIS N00174-09-Q-0079 If interested in the following synopsis, please register for this quote by emailing Joyce Oliver at joyce.oliver@navy.mil and include the quote number N00174-09-Q-0079 in the subject line; your name, your organizations name and contact information (address, phone number and email address). Use your email "read notification" to confirm receipt of your registration email. The Government is not responsible for any undelivered email transmissions. The resulting purchase order will be Firm Fixed Price. This requirement is for an X-ray System which meets the following Salient Characteristics: Salient Characteristics.High discharge X-ray pulser with high capacitance to integrate with existing Titan 300 keV or greater pulser..Demountable X-ray tube assemble capable of interfacing with Titan (brand) 450keV demountable tube. A similar X-ray head that can be placed within the 450keV head and allow for a demountable setup would be sufficient.Trigger generator 50keV with 10ns or less jitter and output cable assembly. The trigger generator must be cable of firing 300 keV pulsers or greater..Dual output adapter to connect two 300keV pulsers or greater to one X-ray tube head with adapter plate assembly. For future testing we require the ability to connect pulsers in parallel to enable additional flux output..300 keV or greater tube head cable assembly Valid registrants to this synopsis will receive an email from the Indian Head contracts POC notifying them of the quotation's posting date. Quotes/Solicitations' are ONLY available through download. EVALUATION CRITERIA - NON-COMMERCIAL Evaluation factors are as follows listed in descending order of importance, unless otherwise stated: FACTOR 1 - TECHNICAL The evaluation shall consider offerors ability to meet minimum specifications (salient characteristics). Offerors shall provide a copy of the complete technical specifications. Offeror shall affirmatively address their ability to meet each of the specifications individually and address the ability to meet the desired delivery requirement. NO PRICING IS TO BE PROVIDED IN THE TECHNICAL INFORMATION. FACTOR 2 - PAST PERFORMANCE Offerors shall provide three (3) references for product performance with name, telephone and fax number, and email address. The Government shall utilize other sources forpast performance information as available. FACTOR 3 - PRICE Offeror shall provide pricing to include any warranty, installation and delivery to destination. Failure to address any of the instructions within this synopsis may result in a proposal being considered unacceptable. The Government will make a best value determination based on these factors. Intent is to award a firm fixed price order based on initial offers. If considered necessary by the contracting officer, discussions will be conducted only with those offerors determined to have a reasonable chance for award. Copies of Quote/Solicitation will NOT be emailed, faxed, mailed or provided in person. THESE TYPE OF REQUEST WILL NOT BE ACKNOWLEDGED. It is the Registrants' responsibility to periodically check the FEDBIZOPPS or NECO websites for the current status of the Quote/Solicitation and possible Amendments.
