- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5 as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only publication; proposals are being requested and a written solicitation will not be issued. Solicitation number M67854-09-Q-1091 is issued as a Request for Quotation (RFQ). The proposed contract action will result in a Firm Fixed Price Commercial item type contract, NAICS code 321920. Overview of the Requirement: Marine Corps Systems Command, Program Manager for Ammunition, Quantico, VA requires the acquisition of twenty (20) Equipment Transport Cases. Requirements are: fifteen (15) 4 ft.x 4 ft x 2 ft cases; two (2) 4 ft x 4 ft x 4 ft cases; and three (3) 6.5 ft x 3 ft x 3 ft cases. All cases must be lined with 2 inch high-density foam, and have removable lids, pad locking latches, stacking corners, eight (8) recessed handles, and four wheels. Each box must have an empty weight of under 90 pounds. Delivery of all cases by 08 May 2009, to Marine Corps Base, Quantico, VA 22134, complete address to be provided on the award. Partial deliveries will not be accepted. Format for Quote: Offeror's quote is to include 1) Pricing: the offeror shall provide a description of each case size and configuration, and price for each case size and configuration, shipping cost are to be included in the price; 2) Proposed delivery; 3) The name, title, telephone number, fax number and email address of the point of contact; and 4) The CAGE Code, nine-digit DUNS and the nine-digit Taxpayer Identification Number. Evaluation Factors: The Government intends to award a firm fixed price contract to the responsible offeror whose offer confirming to the solicitation will be most advantageous to the Government, availability, delivery, price and other factors considered. Per FAR 12.603, offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, with its offer. The following Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFAR) provisions and clauses are applicable: FAR 52.212-1 Instructions to Offers Commercial Items; FAR 52.212-3 Offeror Representations and Certifications Commercial Items; FAR 52.212-4 Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items: 52.222-3, 52.222-19, 52.222-26, 52.222-50, 52.225-13. FAR 52.204-7 Central Contractor Registration, DFARS 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, DFARS 252.212-7000 Offeror Representations and Certifications-Commercial Items, and DFARS 252.232-7003 Electronic Submission of Payment Requests. In compliance with DFARS 252.232-7003, "Electronic Submission of Payment Requests (March 2008)", the United States Marine Corps (U! SMC) utilizes WAWF-RA to electronically process vendor requests for payment. The contractor is required to utilize this system when processing invoices and receiving reports under this contract - unless the provision at DFARS 252.232-7003(c) applies. The contractor shall (i) register to use WAWF-RA at https://wawf.eb.mil/ and (ii) ensure an Electronic Business Point of Contact is designated in the Central Contractor Registration at http://www.ccr.gov, within ten (10) days after award of the contract or modification incorporating WAWF-RA into the contract. Step-by-step procedures to register are available at https://wawf.eb.mil/. Offerors are required to provide their Contractors DUNS Number and Commercial and Government Entity (CAGE) code with their quote. The CAGE code entered must be for that name and address provided by the Contractor. All responsible sources may submit a response which, if timely received, must be considered by the agency. (All FAR and DFAR clauses can be obtained at http://farsite.hill.af.mil/.) All contractors who provide goods/services to the DOD must be registered in the Central Contractor Register (CCR). For assistance with CCR registration, contact the CCR Regional Assistance Center 888-227-2423 or visit their website at: http://www.ccr.gov. Online Certifications and Representations at (ORCA), http://orca.bpn.gov, will also be required. Offerors must be registered prior to receiving an award for this solicitation or for any future awards Failure to comply with ORCA registration may make a vendor offeror ineligible for award. The closing date for this solicitation is 21 April 2009 at 1300 hr (3:00 PM) EST. Offerors are responsible for ensuring that their submitted quote has been received and is legible. The Government will not be responsible for any costs accrued by the vendor in response to this solicitation.
