THIS IS ONLY THE ADVANCED NOTICE. THE SOLICITION WILL BE POSTED ON OR ABOUT APRIL 28, 2009 FOR THE REQUIREMENTS DESCRIBED BELOW. NO RESPONSE IS REQUIRED FOR THIS ANNOUNCEMENT Title of Project: Install Heating System in the Historic Store/WarehouseLocation of Project: Kennecott NHL, Wrangell-St. Elias National Park and Preserve This solicitation shall be issued pursuant to the Small Business Competitiveness Demonstration Program (See Federal Acquisition Regulation Subpart 19.10) NAICS: 238220Small Business Size Standard: $14MMagnitude of this project: Between $25,000 and $100,000 GENERAL CONTRACTING INFORMATION: The Department of Interior, National Park Service, Alaska Regional Office will be soliciting proposals from construction firms having the capability to perform the work described below in the General Description of Work. This project is subject to the Davis-Bacon Act. The government intends to award a contract without discussions with potential offerors; notwithstanding, the Government reserves the right to conduct discussions if the contracting officer deems discussions are necessary. Offers will be evaluated in an impartial manner. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation requirements will be most advantageous to the Government in terms of price. Any resulting contract will be firm-fixed price. Funds are available for the proposed action; however, if the project is cancelled, all proposal preparation costs will be borne by the offeror. Responders are advised that the requirement(s) may be delayed, cancelled, or revised at any time during the solicitation, selection, evaluation, negotiation, and/or final award process based on decisions related to Department of the Interior (DOI) and National Park Service (NPS) changes. Contractors are required to be registered in the Central Contractor Registration (CCR) government system prior to award to be eligible for a government contract - the link can be found at http://www.ccr.gov. We advise potential offerors to begin the registration process when they prepare their proposal to ensure the registration in the CCR database is complete and in-place should they be selected for award. In the event an offeror is not registered in CCR at the time the contracting officer is ready to award the contract, the contracting officer will proceed to the next eligible successful offeror registered in the CCR database. Refer to FAR 52.204-7, Central Contractor Registration, "If the Offeror does not become registered in the CCR database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror." The anticipated posting date to the National Business Center (NBC) and Federal Business Opportunities website will be on or about April 28, 2009 (subject to change) and proposals will be due on or about May 28, 2009 (subject to change) Alaska Local Time. The solicitation (and subsequent amendments if applicable) and all related documents can be downloaded electronically (once posted) from the DOI NBC website at http://ideasec.nbc.gov and/or the NPS Public ftp site (which will contain drawings, specifications, etc.) that are not posted at the IDEAS-EC website. Potential offerors must ensure their browsers are set up to view/access public ftp sites. NO HARD COPY DOCUMENTS WILL BE ISSUED. Proposals must be delivered (if submitting by courier, USPS, UPS, DHL or FedEx) to the National Park Service, Alaska Regional Office, 240 West 5th Avenue, Anchorage, Alaska 99501-2327, Attention: Tammy Perry. Neither facsimile nor oral proposals will be accepted. GENERAL DESCRIPTION OF WORK: The successful offeror shall provide all labor, materials, transportation, travel, tools, equipment and necessary supervision to supply and install an LP gas, forced-air heating system in the Kennecott Store/Warehouse at Kennecott, Alaska. This includes, but is not limited to ducting, LP piping, furnace unit, and parts. The project site is located in the historic Kennecott town site, which is located approximately five (5) miles north of McCarthy, Alaska.
